There are several prohibitions that apply before the barangay election, which is scheduled to be held on May 8, 2022. According to the Commission on Elections (Comelec), some of the prohibited acts are:
- Appointment or hiring of new employees, creation of new positions, promotion, or giving of salary increases by any government office or agency, unless authorized by Comelec¹.
- Transfer or detail of any civil service employee, including public school teachers, without Comelec approval¹.
- Suspension of any elective provincial, city, municipal or barangay officer, unless the Anti-Graft and Corrupt Practices Act applies¹.
- Vote-buying and vote-selling, which involves giving or receiving money or anything of value in exchange for votes².
- Conspiracy to bribe voters, which involves two or more persons agreeing to commit vote-buying or vote-selling².
- Wagering upon the result of the election, which involves betting or gambling on the outcome or any contingency connected with the election².
- Coercion of subordinates, which involves forcing or influencing any subordinate, member, parishioner, employee, or tenant to vote for or against any candidate or party².
These prohibitions are intended to ensure a free, fair, and orderly conduct of the election. Violation of any of these prohibitions may result in criminal liability and penalties under the Omnibus Election Code².
