DOE Sec. Cusi Orders Fast Tracking of NREP 2020-2040

TAGUIG CITY- Energy Secretary Alfonso G. Cusi has directed the Department’s Renewable Energy Management Bureau to prioritize the completion of the National Renewable Energy Program (NREP) 2020-2040 to achieve the envisioned target of at least 20,000 MW of renewable energy (RE) installations in 20 years.
The Energy Chief also said the updating of the original NREP 2011-2030 is already long overdue, given the developments that had occurred since its conceptualization ten years ago.
The NREP outlines the policy framework enshrined in Republic Act 9513, or the Renewable Energy Act of 2008.
“There is a need to fast track the NREP to help the country achieve the goals set forth in the Renewable Energy Act of 2008,†Secretary Cusi noted.
In the Department of Energy’s (DOE) 2020 Accomplishment Report for the fifth State of the Nation Address of President Rodrigo R. Duterte, NREP 2020-2040 introduces a paradigm shift by RE systems in three main baskets, namely:
• Consumer + RE Systems: this will encourage the development of RE Systems to be utilized by consumers in the agriculture and fisheries, health, and education sectors. This basket aims to maximize the integration of battery, as well as other energy storage systems and information communication technology.
• Consumer + RE Systems + Distribution Utility: this aims to promote investment in the Net Metering Program, other demand-side participation schemes and distributed energy systems through various innovative, technical, and commercial approaches.
• Consumer + RE Systems + Distribution Utility + System and Market Operations: this will facilitate increased investments in large-scale RE projects, and hasten compliance with the
Renewable Portfolio Standards, the Green Energy Auction Policy, Renewable Energy Market Rules, the Green Energy Option Program, and the Smart Grid Policy, among other systems and policies.
Under the leadership of Secretary Cusi, the DOE has committed the full implementation of RA 9513. It has aggressively pursued the competitive development of RE within a "technology neutral" policy, which caters for all possible energy solutions, without prejudice to, or predisposition against, any particular resource.
In line with this policy, the DOE is looking at developing all possible energy sources, including nuclear; and is also open to fully utilizing all available technologies, especially those which are indigenous to country; to help the Philippines become energy secure and independent.
