https://goo.gl/zf9rLbPRESS STATEMENT 12 May 2011 The Office of the Ombudsman’s order reinstating Jose Brigido Nicomedes Yuchongco to his position as Senior Police Chief, Customs Police Division-Enforcement and Security Service at the Bureau of Customs was not a “midnight dealâ€. The statement was issued by Atty. Mary Rawnsle Lopez, of the Office of Acting Ombudsman Orlando C. Casimiro, in reaction to reports that the said order was a “midnight deal†as it was signed by former Ombudsman Ma. Merceditas N. Gutierrez on May 4, 2011, or 2 days before she was to step down from office. Atty. Lopez mentioned that the Ombudsman’s resignation, as submitted to the Office of the President, is effective up to the close of office hours of May 6, 2011. As such, she was authorized to exercise her official functions until May 6, 2011. Hence, she can still act on cases pending before her office.
