“Lahat dito, airports pati ports natin magaganda sa panahon ngayon. He [Secretary Tugade] was able to improve. Cebu has a splendid airport, and other ports, maliit o malaki, napaganda niya.”

These were the words of gratitude and glowing commendation coming from no less than President Rodrigo Roa Duterte, as he directly addressed and acknowledged Department of Transportation (DOTr) Secretary Arthur Tugade in front of select Cabinet members, LGU officials, and transport stakeholders, during the inauguration of the NEWLY-CONSTRUCTED Port Operations Building (POB) of the Port of Dumaguete today, 11 March 2020.

The Dumaguete Port Development Project involves the construction of a 3,082 square meter, 2-storey Port Operations Building, which can accommodate a total of 500 passengers, and encompasses a Port Integrated Clearing Office which aims to streamline processes and make obtaining port clearances and permits more convenient to port users.

For his part, Secretary Tugade emphasized that the realization of the airport and seaport projects in Dumaguete is a testament of the love of President Duterte to the Filipino people.

“Mahal ng ating Pangulo ang Dumaguete, ‘The City of Gentle People.’ Nakita ninyo, dalawang proyekto [ang mayroon] tayo rito," Secretary Tugade said.

"Kung meron tayong pasilidad na maaayos, kung meron tayong pasilidad na binabago upang maging convenient at kumportable ‘yung mga mamamayan, ‘yung mga turistang namamasyal dito sa Dumaguete, hindi po ba napakagadang regalo ‘yan? Hindi po ba napakaganda na maliban sa isang regalo, dalawang regalo? Meron ka nang panghimpapawid, meron ka pang pangdagat," Secretary Tugade added.

Philippine Ports Authority (PPA) General Manager Jay Daniel Santiago, on the other hand, underscored that the inauguration of the Port of Dumaguete, even amid a pandemic, manifests the commitment of the agency,  to fulfill the mandate of the President, that is, to make the Filipino lives comfortable. He also underlined that the project has been made possible under the guidance of the DOTr, headed by its strong-willed Secretary, Arthur Tugade.

“Isa sa mga mahigpit na tagubilin ng ating mahal na Pangulong Rodrigo Roa Duterte nang manungkulan tayo sa puwesto noong 2016 ay ang gawing komportable ang buhay ng sambayanang Pilipino. Sa patnubay po ng DOTr, ginawa ng Philippine Ports Authority (PPA) ang lahat ng makakaya nito upang tuparin ang mandatong ito at siguraduhing ang kaunlaran ay nararamdaman hanggang sa kanayunan,” GM Santiago said.
 
He added, “Ngayong araw, patunay ang proyektong ito na ating pinasisinayanan, sa pagtupad sa adhikaing ito ng Pangulo. Bilang pagpapakita rin ng ating matibay na pagtalima sa kaniyang kautusan ay nagawa nating matapos ang pagtatayo ng two-storey POB na ito sa gitna ng pandemya.”

The realization of the PPA POB addresses the need for proper monitoring of vessel arrival and departure, and provides a state-of-the-art Passenger Terminal Building (PTB) for passengers going to nearby islands, such as Siquijor, Cebu, Bohol, Mindanao among others.

Distinguished officials who joined the President and the transportation chief in today’s ceremony were Senator Christopher "Bong" Go, Department of Labor and Employment (DOLE) Secretary Silvestre Bello III, Chief Presidential Legal Counsel Salvador Panelo, Presidential Spokesman Harry Roque, and Presidential Communications Operations Office (PCOO) Secretary Martin Andanar.

Officials who were also present in the ceremony include Negros Oriental Provincial Governor Roel Degamo, Dumaguete City Mayor Felipe Antonio Remollo, Negros Oriental 2nd District Representative Manuel Sagarbarria, Negros Oriental 3rd District Congressman Arnolfo Teves Jr., DOTr Chief of Staff and Assistant Secretary for Procurement and Project Implementation Giovanni Lopez, Assistant Secretary for Communications and Commuter Affairs Goddes Hope Libiran,  OPAV Assistant Secretary Anthony Gerard Gonzales, Assistant Secretary Girlie Enriquez Veloso, Dumaguete City Councilors, representatives from the OPAV, and other officials from the different government agencies.
