For the benefit of those who may have easily forgotten, please allow us to refresh your memory on what the Department of Transportation (DOTr), under the leadership Secretary Arthur Tugade faced when we came in five (5) years ago, and WHAT WE HAVE DONE SO FAR to address such difficult challenges.
BEFORE:
LAGLAG-BALA and BUKAS-BAGAHE were RAMPANT; NAIA was tagged as ONE of the world’s WORST AIRPORTS
NOW:
NO MORE LAGLAG-BALA; NAIA ranked 10th MOST IMPROVED AIRPORT IN THE WORLD (2018); NAIA REHABILITATION IS ONOING
BEFORE:
- DRIVER’S LICENSES ARE ONLY “PAPER RECEIPTS”, NO CARDS; BACKLOG REACHED 3-MILLION
NOW:
“PAPEL LICENSES NO MORE”, DRIVER’S LICENSES are now CARDS with 5 YEARS VALIDITY; 10 YEAR-VALIDITY of Driver’s Licenses to be implemented within the year; BACKLOG ON DRIVER’S LICENSE CARDS ADDRESSED
BEFORE:
Philippines tagged as REPUBLIKANG WALANG PLAKA; 8 MILLION BACKLOG ON LICENSE PLATES FROM 2013-2016; NO PLATE FOR ALL TYPES OF VEHICLES
NOW
LTO has produced MORE THAN 3 MILLION PAIRS OF MOTOR VEHICLE PLATES; LTO NOW HAS A PLATE-MAKING ROBOT

EDSA CARMAGGEDON; LABU-LABO ang SASAKYAN SA EDSA
NOW:
The EDSA BUSWAY was established; BIKE LANE NETWORKS ESTABLISHED
BEFORE:
Uso ang #MRTIRIK and #TrainToBusan
NOW:
ONGOING MASSIVE REHABILITATION of the MRT-3; NO MORE UNLOADING INCIDENTS; BRAND-NEW AIRCONDITIONING UNITS INSTALLED; RAIL TRACK REPLACEMENT WORKS ARE COMPLETED; ELEVATORS AND ESCALATORS ARE FULLY OPERATIONAL
Apart from solving long-standing issues, the Department of Transportation (DOTr) has also working on the realization of LONG-OVERDUE TRANSPORT INFRASTRUCTURE PROJECTS:
METRO MANILA SUBWAY
A project planned in 1973, after 40 YEARS and 6 ADMINISTRATIONS, THE PROJECT IS NOW FINALLY MOVING!
LRT-1 CAVITE EXTENSION PROJECT
Approved by NEDA in 2000, but no progress has been seen until June 2016. NOW, its construction is 54.41% complete!
PNR CLARK PHASE 1
Construction is being accelerated, with 45.02% overall progress rate
Furthermore, FOR THE FIRST TIME IN 50 YEARS, the Philippine National Railways (PNR) now has NEW AND CUTTING-EDGE TRAINS!
MRT-7
Submitted by the DOTC in 2001, but no single post was erected in June 2016. NOW, its is*60.58% COMPLETE!
MINDANAO RAILWAY PROJECT
A project conceived in 1950, wherein there was no completed feasibility study, nor NEDA approval, contract, and investment in 2016. NOW, the Mindanao Railway Project is NEDA/APPROVED!
LRT-2 EAST EXTENSION
Construction is moving at an accelerated pace, with an overall progress rate of 96.51%! Inauguration will happen in June 2021.
COMMON STATION
After NINE YEARS OF DELAY, the construction for the the Common Station is now ongoing, and will PARTIALLY BE OPERABLE in December 2021
Please note that the investment poured by this administration in the railways sector under the Build Build Build Program is significantly larger than the total railway investments in the last 50 years combined.
But wait, there’s MORE!
Since July 2016, the DOTr, and the Civil Aviation Authority of the Philippines (CAAP), have already completed 121 AIRPORT PROJECTS, including the Bohol-Panglao International Airport, Mactan-Cebu International Airport, and Clark International Airport’s Terminal 2.
114 AIRPORT PROJECTS are currently underway, including the Bicol International Airport, which now stands at 79.74% OVERALL PROGRESS RATE, after being delayed for 13 years.
Before, the country only has THREE air traffic radars, that cover only 30% of the Philippine airspace. NOW, as the country already has a Communications Navigation Surveillance / Air Traffic Management System (CNS/ATM), after an almost decade of delay, 10 AIR TRAFFIC RADARS HAVE BEEN ADDED, resulting to a 100% COVERAGE of the Philippine airspace!
For the maritime sector, the DOTr and the Philippine Ports Authority (PPA), since 2016, have already COMPLETED 426 PROJECTS, including the country’s biggest passenger terminal building at the Cagayan De Oro Port.
BEFORE, our Philippine Coast Guard (PCG) only had 20% operational lighthouses all over the country, with outdated and insufficient maritime security assets.
NOW, the PCG has increased the operational efficiency of lighthouses. There are now 600 LIGHTHOUSES that are OPERATIONAL; PCG is already equipped with MODERN AND STATE-OF-THE-ART MARITIME AND AERIAL ASSETS.
These are just some of what we have done and are doing at the DOTr.
With the 435 days remaining in the President’s term of office, we at the DOTr assure our people that under the visionary, firm, dedicated and committed leadership of Secretary Arthur Tugade, we will CONTINUE TO DELIVER MORE.
