𝗕𝗢𝗖, 𝗡𝗭 𝗖𝘂𝘀𝘁𝗼𝗺𝘀 𝗦𝗲𝗿𝘃𝗶𝗰𝗲 𝗰𝗼𝗻𝘃𝗲𝗻𝗲𝗱 𝗳𝗼𝗿 𝗖𝗼𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻 𝗠𝗲𝗲𝘁𝗶𝗻𝗴 𝗵𝗼𝘀𝘁𝗲𝗱 𝗯𝘆 𝗪𝗕𝗚
Bureau of Customs (BOC) and New Zealand Customs Service (NZCS) convened for The Information Exchange Meeting hosted by World Bank Group (WBG) last May 25, 2021.
The virtual meeting was attended by BOC Commissioner, Rey Leonardo B. Guerrero, with Assistant Commissioner Atty. Vincent Maronilla and the Deputy Commissioners, NZCS Counsellors of Customs Daniel Brunt and Brent Litherland, and BOC World Bank partners Roberto Martin Galang and William Gain. Also present were the Deputy Collectors of Port of Manila and the Manila International Container Port (MICP), Chief of the Risk Management Office (RMO), Jemky Flor Sacar, RMO Unit Heads of Strategic Assessment Unit, Operational Risk Assessment Unit and Research and Analysis Unit, and the Risk Management Unit Representatives from the seventeen (17) collection districts.
During the meeting, the New Zealand Customs Service shared their capability development in enforcing legislation relating to flow of goods which covers the successful implementation of Trade Single Window (TSW), a transformation from Customs Modernization System (CusMod) to TSW, Multi-agency Integrated Targeting Operations Centre (ITOC), a multi-agency center to provide information, identify and target risks to secure the borders in coordination with their national enforcement agencies, and the Authorized Economic Operator (AEO) or Mutual Recognition Agreement (MRA).
For his part, Commissioner Rey Leonardo B. Guerrero cited that the Bureau of Customs is traversing the path towards the realization of its goals to fully modernize customs systems, implement Authorized Economic Operator program and on board 15 agencies to the National Single Window, through the Bureau’s 10-Point Priority Program for this year. For 2020, Commissioner Guerrero showcased the BOC Launching of the Customs Operations Center (COC), a central facility designed to the command and control the operations of all collection districts nationwide and which houses the different intelligence, enforcement, risk management and scanning systems of the Bureau, including the improved Risk Management System (URMS), National Customs Enforcemenr Network (NCEN), Cargo Targeting System (CTS), Electronic Tracking of Containerized Cargo system (E-TRACC), and Vessel Monitoring System.
As the Bureau of Customs moves toward being a modernized and world-class customs administration, BOC firmly believes that the cooperation meeting with New Zealand Customs Service and the World Bank Group would significantly contribute to the Bureau’s overall success in its effort to automate and simplify trade processes.
