Mulcting cops made general’s son cry

Just like any protective father, Chief Superintendent Leonardo Espina had consistently reminded his children to avoid using their mobile phone while driving, obey traffic rules and watch out for criminals on the road.

But he apparently forgot to also warn them against crooks within the police force itself.

A visibly irked Espina, who was designated on Wednesday as the new director of the National Capital Police Region Office (NCRPO), Thursday recounted his son’s traumatic experience Tuesday night at the hands of two cops who allegedly tried to extort P20,000 from him for supposedly engaging in “phone sex” while behind the wheel.

The two policemen—Senior Police Officer 4 Jose de la Peña and Police Officer 3 Resty del Rosario of the Quezon City Police District’s Mobile Patrol Unit—are facing criminal and administrative charges.

De la Peña has yet to report for duty since the incident, while Del Rosario surfaced Thursday afternoon claiming it was only De la Peña who dealt with the younger Espina.

“As a father, of course I was very angry initially because my son was victimized by fellow policemen,” Espina told reporters at Camp Crame. “Despite this, I call on the public to still put their trust in us. We will do everything to go after these (kinds of policemen). We don’t want them to stay in the Philippine National Police.”

“(But) what angers me more is that it could have happened to anybody. That really infuriates me. It just so happened that this time, my son was the victim,” he said.

Espina, who headed the PNP Highway Patrol Group prior to his new post, said he had ordered QCPD director Chief Supt. Mario de la Vega to file the appropriate charges against De la Peña and Del Rosario.

According to Espina, his 22-year-old son parked his car near a school along Hemady Street in Barangay Mariana, Quezon City, at around 9 p.m. Tuesday to call a classmate whom he was supposed to meet at the nearby Greenhills Shopping Center in San Juan.

Moments later, he said, the two policemen in a patrol car approached his son and accosted him for supposedly engaging in phone sex. De la Peña even warned him that what he was doing was a serious offense.

“Since it’s the first time he faced such a situation, my son did not know what to do. The policeman then asked P20,000 from him purportedly to avoid further embarrassment because the incident may come out in the media,” Espina said.

“When my son told De la Peña that he did not have that amount, the policeman lowered it to P10,000. De la Peña eventually asked for P5,000.”

Espina said De la Peña then ordered his son to move to the front passenger seat as the policeman took the wheel and drove the car to an automated teller machine (ATM) near Camp Crame.

He said his son had the chance to call him when he got off the car to withdraw money from the ATM.

“My son’s voice was cracking. I got really worried because he was already crying when he told me what just happened to him. So I immediately told him to get the policeman who accosted him on the phone,” he said.

During their brief conversation, Espina said De la Peña identified himself as “Policeman Joseph.”

“He asked me who I was. So I told him, ‘This is General Espina.’ But he suddenly hung up. My son said De la Peña immediately left him after I spoke on the phone.”

According to De la Vega, PO3 Del Rosario, who surfaced on Thursday afternoon, claimed that it was only De la Peña who dealt with the younger Espina.

“He said he was only following orders from De la Peña and that he remained in the patrol car while De la Peña boarded the complainant’s car,” De la Vega said.

panahon na gyod aning mga klaseha nga wa mahadlok sa daang matuwid ni pnoy.  nakalimot ug pangayog i.d. o driver's license sa would-be victim?  may chance pa tingali nga di nila dayunon kun nakadipara daan sa apelyido.  aw, wa gyod hinooy brayt sa bagra nga binuang. 

tsk, tsk.  kaluoy diay intawon kun di pa espina ang apelyido sa potential victim.  mag-unsa na lang kun nag-apelyido ra ug aquino o roxas o sotto ba kaha... ;D

de la peña and del rosario are not lonely and alone.

...some policemen who are known for their involvement in so-called ‘Bangketa’ operations where they arrest innocent civilians and robbing them of their cash and valuables and worst, forcing them to withdraw money from their ATM accounts.

A number of these rogue officers are said to be assigned in mobile patrol units who accost unsuspecting motorists and forces them to cough up huge amount of money by threatening to file trumped-up charges against them including violation of the anti-drugs law and the latest and most absurd, indecent phone behavior even in broad daylight and in public.

A few years ago, a group of Manila police mobile patrol officers were accused of arresting a hotel steward on trumped-up drug charges and forcing him to swallow shabu so that he will test positive for drugs and make him cough up huge amount of money.

The leader of those policemen, Senior Inspector Rolando Mendoza, was dismissed. On August 23, 2010, he seized a tourist bus in Fort Santiago and ordered the driver to go to Quirino Grandstand where he held his peers in a standoff. After several agonizing hours, Mendoza started firing, killing eight Hong Kong tourists before he was felled by a sniper bullet. (http://www.journal.com.ph/)

goodness me.  way kalainan sa 3pm 'meetings' sa customs.  o sa jueteng takes sa jueteng provinces.  katuhoan.  ang di lang klaro, kinsa ang boss.  it could be anyone, bisan di ang pinakataas nga boss.  endemic man gyod intawon ning corruption sa ato uy.  but i'm hopeful we can change one day.  it might take another generation, but yes we can. :)

dapat tagaag leksyon na sila, naay daghang gahuwat sa posisyon ilang sala nga gabinoang ipatilaw sa uban ang trabaho, mao nay giingon ug mawo, dili mag amping sa trabaho, gamiton sa binoang, i just hope mapalayas na sa serbisyo para dili mosamot kadaghan pod.

Another extortion victim files raps vs Quezon City cop De la Peña

MANILA, Philippines—Another victim of Senior Police Officer 4 Jose de la Peña has lodged criminal charges against the policeman, who allegedly tried to extort money on a false “necking and petting” charge inside a parked car last May.

The 25-year-old sales executive formally filed a robbery complaint before the Quezon City Prosecutor’s Office, with the help of the Quezon City Police District.

The victim requested anonymity, citing the sensitivity of his job with a private company.

Chief Inspector Rodelio Marcelo, head of the Criminal Investigation and Detection Unit, said the charges were lodged Monday after the complainant positively identified De la Peña as the one who tried to allegedly con him on the night of May 21.

The complainant said he thought he was De la Peña’s only victim until he heard that the son of the new National Capital Region Police Office director, Chief Superintendent Leonardo Espina, was also victimized allegedly by the same policeman.

In the complaint affidavit, the victim said he and his girlfriend were talking inside his Nissan Murano parked outside a bar on Panay Ave.

At around 9 p.m., a flashlight was trained on them and a man wearing a white shirt and blue pants accosted them.

The supposed offense? Grave scandal, which supposedly carries a P10,000 fine for each offender.

The complainant told the apprehending cop he did not have that kind of money but that the policeman allegedly insisted on taking over the car’s steering wheel, with a police car trailing them.

“He told me that he would bring me to the police station, and we were driving toward Edsa,” the victim told reporters in an interview.

During the drive, the policeman allegedly threatened to call more mobile patrol cars, which he said would cause more trouble.

The complainant insisted that he didn’t have that kind of money with him, but was forced to give P7,000 to the police officer before they were let go somewhere along Edsa near the GMA 7 MRT station.

Before dawn the next day, the victim went to Camp Crame to report the incident and was able to identify De la Peña.

In June, Chief Supt. Mario de la Vega, the QCPD director, forwarded the administrative complaint of this incident to the NCRPO for summary dismissal proceedings. De la Vega transmitted the case to the NCRPO because the penalty for the administrative offense of grave misconduct, under which robbery extortion falls, is beyond the QCPD director’s powers.
