DAVAO CITY—The Department of Interior and Local Government (DILG) released a memorandum circular directing all Liga ng mga Barangay or the Association of Barangay Captains (ABC) to elect their new president to sit in their respective Sanggunian until the election next year.
This was revealed by DILG 11 Director Alex Roldan, saying the memorandum circular came out after it was noted during the budget hearing in Congress that barangay captains should hold elections for their representation in the Sangguniang Panlalawigan, Sangguniang Bayan or Panlungsod.
Roldan said the term of the Liga or ABC president is only for one term or three years. After a three-year term, Roldan said the Liga should elect another president to sit in the Sanggunian for the next three years.
He explained that even with the postponement of the barangay polls, the election of the Liga president should still take place even if the barangay captains are on holdover.
He said this was also an oversight in the law, referring to the local government code, as there was no provision that Liga president should be elected every three years.
Thus, Roldan said the DILG issued the memorandum circular, which he received the other day. Roldan could not however, remember the circular number.
As this developed, the House of Representatives on Monday approved on third and final reading House Bill 6308 which seeks to postpone the October 23, 2017 barangay and Sangguniang Kabataan elections to the second Monday of May 2018.
To reset the synchronized barangay and SK polls, the bill seeks to amend Republic Act No. 9164, as amended by RA No. 9340, RA No. 10656 and RA No. 10923, which are all related to barangay and SK elections.
The bill provides that all incumbent barangay and SK officials shall continue to hold office until the next election is held.
