US Gives P1.9 Billion to the Philippines

The United States will provide a P1.9- billion grant to the Philippines to support the Arroyo administration’s “investing in people and capacity-building” program, and help sustain the country’s economic growth.

According to Press Secretary Jesus G. Dureza, the President wants the bulk of the grant to be mobilized for capacity-building on reforestation and environmental programs as a whole.

Part of the grant would also support the country’s infrastructure, energy modernization and health projects, including water supply and sanitation, he added.

Dureza said the President is also pushing for the inclusion of farm-to-market roads in the funding program in support of the country’s food security program.

Inclusive of the government’s counterpart fund of P600 million, the total amount would reach P2.645 billion, Dureza added. - PIA

The United States gives too much to the world, imho. We need to start investing on our own people, the American people. Specially our citizens who have been hit by Hurricane Ike in Texas; as well as the 1 million Americans who have been hit by the Mortgage Situation.

Put American Tax Dollars to good use and use it for Americans!

Doesn't it just infuriate you how much we pay in taxes every year? And US government just gives it away to governments that don't even use it for national building? Ive read an article just recently how the United States gave $30 Billion to rebuild Iraq; for civic purposes. Since the lack of banking systems in Iraq, they were literally bringing CASH to the region. Money was given away to security guards, to Iraqi politicians and less than 1/5th of the original amount was actually used for civic purposes.

Less than 1/5th!

What happened to the rest of the $24 BILLION?

That's American tax payer money wasted away.

That $24 BILLION could have been used to build more schools, increase pay of teachers, building more roads, improving roads, providing medical care for the 40 Million Americans who don't have medical insurance. For Medicare, for our elderly, for building of parks and streets. Providing homes and shelters for the homeless. etc.

The absurdity of the situation!

if the money is grant as it says it is, there is a big likelihood that a large part of this amount will end up in the private accounts of public officials who will receive this money. and granting that this does happen, what else is new???

Given this parasitic trend; the United States Government needs to weed out governments that have a history of pocketing funds that were meant for the people. Since majority of the funds don't even go to the intended target.

The United States needs to adopt a more stringent policy in regards to economic aid packages. Washington needs to be more like the EU in this matter.

Washington is too 'giving'. Too much tax-payer money being used for matters that do not benefit the AMERICAN people.

Ultimately its our money.

Secondly, from reading posts by Mike, I realize that there are too many 'ghost projects' in the Philippines. Its so true.

Funds are used to build so called 'projects' that aren't even completed. Billions of Dollars worth of capital are used to build things that aren't even finished. And a considerable amount of capital are pocketed by public officials.

Its disgusting. And totally deplorable.

This is called abuse of power; and taking advantage of the people.



Where is the accountability, the transparency, the responsibility?

actually, the U.S. government provides "financial aid" to poor countries like the philippines supposedly to help out in implementing various kinds of projects to bring about economic development. but the truth of the matter is that the U.S. has a hidden agenda in giving aid money. i don't think that the americans really care where if part of this money goes to the officials to whom the money is entrusted for as long as they get what they want. everywhere where the americans go and help, they do it because they get something in return. as an example, when saddam invaded and tried to annex kuwait as one of its provinces, it was the americans who came to the scene first and played international police trying to protect a small country from the big bully. but the truth of the matter is that the americans went to the rescue to protect its oil interests in the country. but when the chinese invaded and annexed tibet as one of its provinces, did any single shadow of an american came to the rescue? no, they kept silent and acted as if nothing ever happened. if and when americans become involved even as givers, rest assured that they are doing it to get something back...

boling, thats biznezz my friend. but i wonder on lorenzo as if it's bitter in his part in giving aides to poor countries. this practice is a Christian way and lorenzo i think is a Christian and a bible reader. right?

i was involved in some government flagship projects that were foriegn aid funded being a private consultant as a part of a project management team. as far as i know, for example, dpwh cannot disburse the money nor managed the project they can only monitor. the projects were managed by private consultants with lots of mechanism inplaced to control the quality and the project will be accomplished in time and on budget. dont wori much my friend. pilipinos nor americans nor the japs who funded such projects are not stupid or blind to give the project's implementation to the dpwh who is notorious on corruption.

buwad, one thing that goes for foreign funded projects is the fact that funds are disbursed directly by the donor agency's contracted consultants, not through any government agency. if this happens especially with infrastructure projects that usually involves the participation of DPWH people, a lot of money goes the wrong way. but because donor countries/agencies of funds (especially grants that the philippine government does not have to pay back) are aware of how graft ridden most government agencies and how corrupt most public officials are, they make sure that their money never touch filipino hands. however, the thing that goes against foreign funded projects is that the projects they they implement may not necessarily be priority projects that many people would benefit from. but like you say, it's all business and i agree with you on that score. indeed foreign funds that come into the country are only made to look like it is assistance to help in developing the country but in fact are designed to advance their prospective agenda which for the most part is for their own benefit, not ours. i guess this gives us the right not to feel indebted to these foreign "donors" for their benevolence.

dude, infra projects are prioritized by NEDA from irrigations to road construction bcoz they made studies on the economic return for every project. sa ulitin, dont wori sa dpwh, monitoring lang sila syempre e involve din sila coz it's their job to build pero never na maka realign sila ng mga projects bcoz as i said NEDA is the one prioritizing it.  just bear in mind na hindi naman lahat dito sa pinas ay corrupt may naiwan paring matitino.
