Press Release: The Philippines, through the Department of Transportation (DOTr) and its attached agencies, hosted the 43rd ASEAN Air Transport Working Group Meeting (ATWG) and Related Meetings from 27 to 28 May 2021, via video conference.
The ATWG is the principal coordinating and implementing arm of the ASEAN Senior Transport Officials Meeting (STOM) which is responsible for carrying out programs, projects and activities related to air transport under the Kuala Lumpur Transport Strategic Plan (KLTSP) 2016-2025.
ATWG, A forum of ideas
The 43rd ATWG serves as a platform where ASEAN member states can collectively discuss priorities, opportunities and challenges now facing the aviation sector; as well as on how best to plot its flight to recovery and continuing improvement amid the pandemic.
The 43rd ATWG focuses its discussion on matters concerning air transport technical cooperation, air transport services liberalization, economic engagements with ASEAN dialogue partners, consultation with external partners, aviation safety and security, air traffic management, and sustainable transport.
Bayanihan spirit in air transport
Capt. Jim C. Sydiongco, Director General of the Civil Aviation Authority of the Philippines (CAAP), who officially opened the proceedings of the 43rd ATWG, expressed confidence that the two-day event will effectively thresh out concerns and resolve issues of mutual concern that affect the air transport sector. Sydiongco also believes that with the cooperation of all ASEAN member states and partners, no one will be left behind as the sector moves forward.
“In a time full of uncertainties, I find solace that we have this community called the ASEAN,” said CAAP Director General Sydiongco.
With guidance from the ASEAN transport ministers, the ATWG is committed to ensure that efforts will be responsive to the requirements and needs of the region’s air transport sector.
Philippine Delegation
Atty. Maria Elben S.L. Moro, Chief Hearing Officer, Civil Aeronautics Board (CAB), served as the chairperson of the 43rd ATWG. The Philippine delegation was headed by CAB’s Atty. Clarabel Anne R. Lacsina, with support from representatives from the Civil Aviation Authority of the Philippines (CAAP), Office for Transportation Security (OTS), Manila International Airport Authority, DOTr-Planning and the DOTr-International Cooperation Division.
The 43rd ATWG was preceded by the 7th Meeting of the Air Traffic Management (ATM) Strategic Planning Group (SPG), which was also chaired by the Philippines through the CAAP.
In the 7th Meeting of the Air Traffic Management (ATM) Strategic Planning Group (SPG), experts exchanged ideas on how best to harmonize ASEAN’s Air Traffic Management environment following the ASEAN Transport Ministers’ adoption of the ASEAN Air Navigation Service Master Plan in 2020.
The 43rd ATWG is the penultimate meeting to be chaired by the Philippines in continuation of the ASEAN’s work to enhance regional partnership and cooperation in the field of air transport.
Note: In addition to observing minimum health protocols, all participants underwent RT-PCR test before the said activity.
