Philippines police surround bus where hostages taken

Manila, Philippines (CNN) -- A police assault team charged a bus with 15 people being held hostage by a gunman in the Philippines, breaking the windows with an axe, CNN's Anna Coren reported from the scene.

The gunman sprayed machine gun fire at the hostages, a police spokesman told CNN. It was not clear whether anyone was killed.

The former police officer who took the tourists hostage in the Philippines had threatened "more drastic measures" if police approach him, Manila police official Leocadio Santiago told CNN.

There were 25 people, including 22 foreigners, on the tourist bus when Rolando Mendoza boarded it with a gun, Manila District Police Chief Rodolfo Magtibay said. Nine hostages have been released, he said.

Background information obtained by the Philippine Daily Inquirer on Mendoza shows he has been facing charges for manhandling a suspect before the Office of the Ombudsman.

According to records in Camp Crame, Mendoza was dismissed by the Office of the Ombudsman early in January together with four other policemen

Mendoza was relieved from his post as chief of the Mobile Patrol Unit in 2008 for his alleged involvement in drug-related crimes and extortion, and was demanding to be reinstated, police said.

Mendoza took hostage at least 22 Chinese tourists from Hong Kong and three Filipinos after seizing a tourist bus at the Quirino grandstand Monday morning.

Mendoza, who has reaped awards for his work in the police service, was protesting his dismissal early this year for allegedly forcing a hotel chef to swallow shabu and for allegedly attempting to extort P20,000 from him during interrogation. Mendoza has denied the charges and has filed an appeal with the Ombudsman.

Negotiators have hooked up a phone line to the bus to facilitate negotiations with Mendoza. He wants to be reinstated into the police service.

TFC mentioned how the shooter was an ex-PNP officer. His actions were unwarranted, and innocent civilians did not deserve this, no matter their origins.

Rest In Peace to all the innocent civilians that were killed in this tragic event. May God have mercy on the soul of those whom were killed this day, including the shooter.

Mendoza’s travails began with illegal bust

ROLANDO del Rosario Mendoza was a senior inspector (equivalent to captain in the military) of the PNP and deputy chief of the Manila Police District’s mobile patrol unit.

Mendoza, 55, was dismissed from service on Feb. 16, 2009 after he and four other members of the Manila Police District’s Mobile Patrol Unit – Insp. Nelson Lagasca, SPO1 Nestor David, PO3 Wilson Gavino, and PO2 Roderick Lopeña -- were involved in robbery, robbery-extortion, grave threats and physical injuries involving a chef from Lipa City, Christian Kalaw.

Kalaw accused Mendoza and Gavino of concocting drug charges against him. This was after a visit to a relative at a condominium unit at Taft avenue and Vito Cruz, Manila on April 9, 2008.

Kalaw said he was accused by Mendoza and Gavino of illegal parking. They then inspected his vehicle and declared finding drugs in it.

Kalaw said Mendoza and his group then asked him to pay P200,000 so he would not be charged. Without money to give the policemen, he said he was then brought to an area near the Ospital ng Maynila where he was forced to "swallow" shabu. He was then brought to and held at the WPD Mobile Patrol Unit on UN avenue. He was released the following day after payment of P20,000.

He was meted a 90-day suspension (June 16, 2008 to Sept. 14, 2008) for the case filed by Kalaw, until his dismissal from service in February 2009.

Part of the PNP’s sanctions on Mendoza for his dismissal from service were forfeiture of retirement benefits and perpetual disqualification from government service.

Mendoza was one of the Ten Outstanding Policemen awardee by the Jaycees International in 1986.

Mendoza, born on Jan. 10, 1955 in Naic, Cavite, got a degree of Bachelor of Science in Criminology at the Philippine College of Criminology in Manila.

Mendoza became a probationary 2nd lieutenant on May 30, 1980, and then became a patrolman on April 30, 1981. He was absorbed in the PNP as a senior police officer 3 (equivalent to technical sergeant in the military) on Jan. 2, 1991.

Mendoza rose to become a police inspector (lieutenant in the military) on May 23, 2002, and was promoted to senior inspector on Aug. 16, 2005.

Mendoza has a brother assigned at the MPD Traffic Bureau, SPO2 Gregorio Mendoza, and a son, Insp. Bismark Mendoza, assigned with the Bangued PNP.

MANILA, Philippines – A 12-hour hostage stand-off on a hijacked Philippine bus ended in bloodshed Monday, with officials saying at least seven Chinese tourists were dead along with the disgruntled ex-policeman who seized their vehicle in a bid to get his job back.

At least six captives survived, four of whom were seen crawling out the back door of the bus after Philippine police stormed it Monday evening when the hostage-taker started shooting at the 15 Chinese tourists inside, said police Senior Superintendent Nelson Yabut.

He said the hostage-taker was killed with a sniper shot to the head after he wounded a police sharpshooter.

Police and ambulances were lined up next to the vehicle in the pouring rain after the standoff ended. Local hospitals reported seven bodies of hostages were brought in. One other hostage was hospitalized in critical condition, and five others were unharmed.

Officials have yet to disclose the fate of the two other hostages.

The crisis began when the dismissed policeman, Rolando Mendoza, 55, armed with a M16 rifle seized the busload of Hong Kong tourists to demand his reinstatement in the force.

According to newspaper reports from 2008, he was among five officers who had been charged with robbery, extortion and grave threats after a Manila hotel chef filed a complaint alleging the policemen falsely accused him of using drugs to extort money.

The gunman released nine hostages during the afternoon — leaving 15 inside — and demanded his job back to free the rest. Despite hopes that negotiations might bring the stand-off to a peaceful conclusion, tensions escalated as night closed in.

Police said they stormed the bus after they saw Mendoza open fire on hostages.

Moments before the commandos moved in, the Filipino driver fled. Police officer Roderick Mariano cited him as saying Mendoza had opened fire at the tourists.

Imagine, a police operative throw a canister inside the bus and an idiot bounced back and hit his head.
They released tear gas and not even a single operative is wearing a gas mask.
   They were never trained in this kind of situation and they never saw this coming like this.
      This situation is a textbook case and they all should go back to basics and train themselves.  sorry  :(

   They couldn't open the door of the bus. Anyway, it really was the brother who messed up everything.
      At least the police killed the hostage taker and not all the hostages were killed.
                 Gotta give them some credit, it's a tough job..though... :(

This man should have been treated for depression. This is a textbook case of histrionic behavior seen in many clinically depressed individuals, desperate ones. How he was able to access an M16 is beyond me since he was released from police service...

the most comical blunder made by a SWAT operative in a hostage crisis was shown on tv earlier today. a SWAT operative hammering the windshield of the bus lost the handle of the sledge hammer and ended it inside the bus. hahaha. he needed some aid from his colleagues who uses a shield to protect in getting back the hammer inside the bus via the busted door. good thing is, the bus is big and that the hostage taker missed seeing that police.

There was no control , there was no clear delineation between civilian region and police controlled region. Civilians were around the bus and the ambulatory vehicles were blocked from accessing the bus after the hostage taker was neutralized. Understandingly nothing like this has ever happened before, however, this is a reminder for the MPD to bolster its response teams.

no comment ko ani kay it happened everywhere,Sa America may student nga namusil sab ug fellow student daghan guihapon iyang napatay usa siya na neutralize..to think that US SWAT are fully trained armed to the teeth pero palpak lang guihapon ang operation mao sab ang nahitabo diri sa UK nga taxi driver ga amok last month daghan na iyang napatay unya daghan pa nga oras milabay usa siya na neutralize,,So in fairness ayaw lab sab tamaya ang mga pulis sa Philippines..They are doing their best bisan kulang sila ug equipment ug armas and most of them naka duty sa Mindanao mao nga very well trained in combat, bisan ug walay bullet proof vest sulong lang guihapon kay gustong e rescue ang hostage..I doubt if other policeman in other part of the world can do this..

HONG KONG—A survivor of a dramatic hostage siege in the Philippine capital which left eight Hong Kong tourists dead Monday accused the authorities of acting too late and turning a blind eye to their ordeal.

The Hong Kong woman, who identified herself as Mrs Leung, told reporters that her husband was killed as he tried to stop ex-policeman Rolando Mendoza from attacking other passengers on their tour bus in Manila.

Leung, still in shock as she was carried out from the bus following a 12-hour standoff, demanded to know why Manila police came to their rescue so late.

"It's too late. Why were there no one to help us after so many hours?" she said at the scene of the siege, in comments broadcast on Hong Kong's Cable TV.

"There were so many people on the bus – no one came to our rescue. Why? For money? Sacrificing so many lives for money? We were in fear for so many hours. I find it really cruel."

Leung said her husband sacrificed himself for others on the bus. "I actually really wanted to die with him. But I think of my children."

"I miss him," she said in tears.

She said she did not know the whereabouts of three children, aged 14, 18, and 21, who were also held on the bus.

Doctors took care of another woman, released from the bus by the gunman with three children, as she was overcome with emotion, wrongly believing that all the hostages had been killed, according to a spokeswoman for the travel company running the trip.

"Because of various sources of information, she had for a while thought that everyone who remained on the bus was killed," Susanna Lau, general manager of Hong Thai Travel, said.

The tragedy began when disgruntled ex-policeman Mendoza, armed with an M-16 assault rifle, hijacked the busload of Hong Kong visitors in Manila's tourist district in a desperate bid to get his job back.

Negotiations broke down after nightfall when the gunman began shooting the passengers, and commandos stormed the bus.

Police said Mendoza was shot dead by a sniper after he used his captives as "human shields" in the final moments of the siege.

The Hong Kong government lamented the "tragedy" of the siege.

"The way it is handled – particularly the outcome – is very disappointing. It is a tragedy because a pleasure trip has ended up with casualties and injuries," the city's Chief Executive Donald Tsang said.

Tsang urged the Filipino authorities to provide a full account of the deadly incident to the Hong Kong government.

the tourist hired a photographer and had a photo session with them early on that fareful morning. when the tourists boarded back in the bus, capt. mendoza was already with them wearing a type b uniform and a cap. bringing with him an M16 rifle, a hunting knife, 45 pistol and ammo. the photographer noticed him so he was confronted that's the time he pulled out his gun and announced that he's holding everyone hostage and told the driver to bring them to roxas blvd on the way to quirino grandstand.

Three of the eight Hong Kong tourists who were killed in the tourist bus siege were Canadian citizens, a police spokesman disclosed on Wednesday.

But Senior Superintendent Agrimero Cruz Jr. would not disclose the names of these victims and would just leave it up to the Department of Foreign Affairs to name them.

Cruz said that upon verification, while the three victims bore Chinese names, they were actually Canadian citizens.

Meanwhile, it was still unclear if the autopsy report on the eight victims and the hostage-taker, Senior Inspector Rolando Mendoza, would be released today.

granting na selected units ra,but from what i learned basta naa daw operation,magvest jud daw dapat ang police. so ang kadtong ubang police na wala nagvest,ila na diay gibaligya ila vests.so bahalag mamatay diay basta natagaan ug bikining itim,hehehe.

ikapilang adlaw naman karon since the incident pero balik2x lang gihapon gipangutana sa mga kauban nako nga mga locals then naa pa moingon ug "hey, what happen to your police?" then usa pa ngano daw naa "fat men" sa philippine police.

what a day... a friend in HK told me na dapat doble nga amping lang daw sila kanunay if possible likay sa mga tapok2x to be safe.

You were right vinz but that was not possible since our irresponsible media was giving Mendoza a blow-by-blow coverage of the whole situation, and the hostage-taker was watching/monitoring the live video on the bus tv. In fact media reports mentioned the specific, exact locations of snipers which should not have been broadcast in public and that too reached Mendoza's knowledge. Mendoza knew everything that was happening outside. He was enraged when he saw on TV that his brother was arrested by the police.

Police should have ordered the f-u-c-k-i-ng ABS-CBN and GMA 7, both money-profit-driven channels, to flee from the hostage scene.

I got this as an email ;

Mga pards,

 Bobby Kalaw, HS’71, narrated to me how his son, Christian, had an encounter with hostage taker, Mendoza, in 2008.

Christian drove that night to Torre Lorenzo on Vito Cruz to drop off a laptop at the lobby. He parked on a vacant slot along the road. When he came back to the car, there were cops beside his car. They accused him of illegal parking. When he asked them how can he be illegally parked when there were other cars parked in front and at the back of his car. “Pilosopo ka pala!” retorted one cop. “bukasan mo yung trunk”.

When Christian opened the trunk, the cop then threw marijuana and pills inside and accused Christian “drug user ka pala!” Christian then turned to the crowd that had gathered and shouted “kita ninyo nilagay!” The cop then turned to the crowd with his hand on his gun and asked “sino ang nakakita?” The crowd immediately turned away.

The cop then instructed Christian to sit at the driver’s seat. The cop then got the seatbelt and wrapped it around Christian’s neck and pulled. As Christian was choking, the cop pulled his head back and the other cop shoved shabu down his throat….“yan may shabu ka na sa sistema mo!”, the cop said. (Christian later told his dad that his stomach grumbled from the shabu)

The cops then boarded Christian’s car and ordered him to produce his ATM card. They then went to the nearest BPI branch where the cop was caught on video using the card to withdraw the money from Christian’s account (the Ombudsman used this piece of evidence to convict the cops).

They then drove to the precinct where Christian was brought to hostage-taker, Mendoza . Mendoza then instructed Christian to contact any body he wished who can give them the money for his release. Bobby Kalaw was in the province when his son called him up. Mendoza took the phone and told Bobby that his son is in jail for possession of illegal drugs and that he is a drug user. He then demanded P230,000 for his release. Bobby replied that he did not have that large amount of money.

By then, one of the friends that Christian contacted came with P20,000 in cash. The cops then released Christian.

Mayor Lim learned of this incident when he was in a speaking engagement in SFO. Some one in the crowd read to Mayor Lim, Bobby’s email warning his La Salle friends to beware of the police precinct in Malate and their modus operandi on students.

Mayor Lim, upon his return, sacked the whole precinct and transferred Mendoza to Mindanao .

The Ombudsman then filed the appropriate cases against all the cops in the precinct that resulted in their conviction. Bobby was hesitant to file a case because they have no witnesses, no medical report and no evidence. It was the Ombudsman that gathered the evidence that incriminated the cops.

Bobby learned from his niece that she knows of 5 other students that were victimized by the same cops using the same modus operandi.

Bobby and Christian have put this episode behind them and moved on. They do not wish to be a part in Mendoza ’s hostage-taking caper. Bobby even told GMA’s Mike Enriquez that since he has nothing good to say about Mendoza then he will just keep his mouth shut.
