SK in Pangasinan lauded for transparency in relief ops

SAN CARLOS CITY, Pangasinan -- As many people call for transparency in relief distribution amid the coronavirus disease 2019 (Covid-19) crisis, netizens have lauded the Sangguniang Kabataan (SK) council of Barangay Magtaking here after coming up with a complete list with prices of the relief items distributed.

 

Facebook users who saw the post commented that being transparent to constituents is a “noteworthy move” that other elected officials may also adopt, and share their best practices in addressing public concerns like a health crisis.

 

In a phone interview Wednesday, SK chairperson Lemuel Gio Cayabyab told the Philippine News Agency (PNA) they wanted to bring transparent leadership to their village and be youth role models among their constituents.

 

"We really need to be transparent all the time to avoid issues of corruption because there are some barangays which have an issue on report discrepancies when it comes to their liquidations," he said.

 

Cayabyab said SK officials should always find ways on how to efficiently disburse funds in accordance with the law.

 

"It is important to always review the directives of the Department of Interior and Local Government, National Youth Commission and other government agencies, especially when utilizing public funds," he added.

 

Cayabyab said they were able to generate sufficient funds from their annual Disaster Risk Reduction and Management (DRRM) fund and through realignment of other budgets for the relief operations in their community.

 

He said the council has utilized PHP15,000 DRRM funds and realigned PHP90,000 from the 2020 Sports Development Fund, and another PHP15,000 from the health fund while the PHP7,712.40 was added from his own pocket.

 

"We have 1,140 registered youths in our barangay and each of them was given relief packs that cost PHP112.03," he said, adding they will also provide relief aids to some 200 unlisted youths in their barangay.

 

Items distributed include one kilogram of rice, two packs of biscuit, two sachets of coffee, and two pieces of canned goods. (PNA)
