Philippine Army (PA) chief Lt. Gen. Emmanuel Bautista on Wednesday announced that former Lt. Col. Eduardo "Red" Kapunan, who is wanted for the killing of labor leader Rolando Olalia and latter's driver Leonor Alay-ay, surrendered himself to them since Oct. 6.
Bautista said that Kapunan surrendered himself to the Capiz-based 3rd Infantry Division on the weekend.
He also said that the unit quickly turned over Kapunan to the custodial management unit of the PA.
Bautista said that they were awaiting for the court handling Kapunan's case to issue an order determining where the latter will be put in custody.
Olalia, a leader of the Kilusang Mayo Uno (KMU), together with driver, was killed allegedly by soldier-members of the Reform the Armed Forces Movement (RAM) in 1986, eight months after the EDSA-1 refvolt.
Among the accused in the killing of the labor leader were Oscar Legaspi, Filomeno Maligaya, Cirilo Almario, Jose Bacera, Fernando Casanova, Ricardo Dicon, Gilbert Galicia, Dennis Jabatan, Gene Paris, Freddie Sumagaysay and Edgar Sumido – all members of the ultra-rightist RAM.
