The Department of Interior and Local Government’s planned recruitment of additional 60,000 policemen within three years will allow the Philippine National Police to deploy at least one cop in each of the country’s 42,000 barangays.

PNP Director-General Nicanor Bartolome welcomed on Saturday the medium-term plans by the DILG to muster 60,000 more police personnel to provide better services to the communities.

Speaking before the national convention of the Association of Government Accountants of the Philippines (AGAP) in Cebu City, Bartolome echoed the earlier pronouncements made by DILG Secretary Manuel A. Roxas II indicating moves to hike the PNP strength by as much as 60,000 personnel within the next three years.

Bartolome underscored the urgency to recruit more uniformed members of the police force in order to meet the ideal police to population ratio of one policeman for every 500 citizens.

He said the PNP flagship program to deploy at least one policeman in each of the country’s 42,000 barangays will be fully implemented with more warm bodies added to the present corps of 148,000 PNP members.

At present, he said, the PNP cannot possibly accomplish the one policeman per barangay deployment scheme, instead, one policeman is deployed to a cluster of several adjacent barangays in some parts of the country.

”Current annual supplemental appropriations from the Office of the President allow the PNP to take in as many as 6,000 recruits each year. But this is largely offset by the annual attrition of an average of 3,000 personnel due to retirement and separation,” Bartolome explained.

”At any rate, we can take in as many recruits as our funds can allow. We even have enough handguns in our inventory to equip new recruits,” he said.

Earlier, Roxas revealed his plan to achieve the ideal 1:500 policeman and citizen ratio within the next three years by recruiting 60,000 more police personnel.
