2011-04-14 (China Military News cited from mb.com.ph) -- The Philippines is poised to multiply its patrolling capabilities in the South China Sea after filing a diplomatic protest before the United Nations (UN) against China's “9-discontinued-and-dotted line” that claims sovereignty over islands, adjacent waters, seabed, and subsoil in the entire South China Sea.

By next month, the Philippines will deploy a newly acquired Hamilton-class Weather High Endurance Cutter (WHEC) near the disputed Spratly Islands (Kalayaan Islands).

The Hamilton-class ship will be the biggest vessel acquired by the Philippine Navy since the 1980s.

Hamilton-class ships are 378 feet long, displace 3,250 tons, have dual diesel and gas turbine engines that give them a top speed of 29 knots, and can remain at sea without refueling for 45 days. They have a crew of 167 officers and men.

They are armed with a rapid-firing 3-inch/76mm gun, a 20mm Phalanx, and two 25mm Mk38 “Bushmaster” auto-cannons.

However, officials say some of those weapons might be removed before the turnover to the Philippine Navy.

When the Philippine Navy finally gets the ship, she will still be one of the newest in the Philippine Fleet.

The ship has a retractable hangar and helicopter deck.

In preparation of the turnover of the Hamilton-class cutter, 21 officers and men of the Philippine Navy are now training with the United States Coast Guard in the Gulf of Mexico and the Caribbean to get a very good hands-on training and experience aboard a ship that is identical to what they’ll be manning next month.

Meanwhile, the Department of Foreign Affairs (DFA) confirmed yesterday that the Philippines filed a note verbale, through its Permanent Mission to the UN, to the UN Division on Ocean Affairs and Law of the Sea on April 5 expressing its position on the 9-dotted line.

The line is usually referred to as the “nine-dotted line” (since it is composed of nine dashes) or the “U-shaped line” in the South China Sea that reflects the shape of the dotted line.

It encloses the main island features of the South China Sea – the Pratas Islands, the Paracel Islands, the Macclesfield Bank, and the Spratly Islands. The dotted line also captures James Shoal which is as far south as 4 degrees north latitude.

China has been using the nine dashes found on Chinese maps dating back to 1947 in asserting its territorial claim over the whole of the South Sea.

However, the Philippines argued that China's broad claim to islands and adjacent waters in the South China Sea has no basis in international law.

The government also asserted that, first, the Kalayaan Group of Islands constitutes an integral part of the Philippines and to which it has sovereignty and jurisdiction.

It also stressed that the Philippines has sovereignty and jurisdiction over waters around or adjacent to each geological feature in the Kalayaan Island Group under the international law principle that land dominates the sea, as provided for under the UN Convention on the Law of the Sea or UNCLOS.

Vietnam, Malaysia, and Indonesia have filed similar protests over a map China submitted to the UN in 2009.

Indonesia is not a claimant but also protested last year.

The Philippine Navy will be sending its newest addition to its surface fleet, a Cyclone-Class Missile Patrol Ship in addition to the cutter ship.

The Philippines recently acquired 4 Hamilton-Class Weather Ships (former U.S Coast Guard Ships). They will be sent to patrol the Philippine territorial waters.

Not bad, actually. Maybe the US Navy can attach some missile turrets on these babies and the Philippines can have ships that can fend off Chinese frigates. Good to see the modernization of the Philippine Navy.
