The Office of the Ombudsman (Ombudsman) on Tuesday dismissed from the service a police officer and barred a former vice mayor who took the Civil Service Commission (CSC) Examination in his behalf.
In a five-page ruling, Ombudsman Merceditas Gutierrez found PO1 Melvin Villocero of the Philippine National Police (PNP) Provincial Command of Palawan guilty of serious dishonesty.
Villocero was meted the penalty of dismissal from the service with all its accessory penalties.
The Ombudsman also found former Vice Mayor Danilo Chan of the municipality of Brooke's Point, Palawan guilty of serious dishonesty in the same case.
Chan was meted the accessory penalty of disqualification from employment in any branch, agency or instrumentality of the government, including government-owned or controlled corporation.
Records of the case showed that Chan took the Oct. 19, 1997 CSC examination held at the Palawan National High School in Puerto Princesa City in Palawan on behalf of Villocero.
In the said CSC exam, Chan obtained a passing rate of 83.78 percent for Villocero.
The records also contain a picture seat plan of CSC examinees showing the photo of Chan but beneath it was the name of Villocero.
Chan denied the accusation, saying that it is illogical for him to accomodate Villocero for moral and legal reasons.
However, the ruling said "Chan failed to convince this office by clear and convincing evidence that he was not indeed the person who took the CSC examination on October 19, 1997 for Melvin Villocero and that the photo as appearing in the seat plan was not his." (PNA)
