GENERAL SANTOS CITY, Aug. 14 -- The Sangguniang Panlalawigan of South Cotabato has mandated the use of Filipino in its sessions and related activities this week in line with the observance of the “Linggo ng Wika.”
South Cotabato Vice Gov. Vicente de Jesus said Monday the move is in adherence with the provision of Provincial Ordinance No. 04, series of 2011, and its enacting Resolution No. 224.
Ordinance No. 04 specifically mandates “the use of Filipino in the sessions of the Sangguniang Panlalawigan of South Cotabato during the Linggo ng Wika.”
This year’s “Linggo ng Wika” formally started on Sunday, Aug. 13, and slated until Saturday, Aug. 19.
Provincial board members started the use of Filipino in the discussions during their regular session on Monday.
As provided for in the ordinance, de Jesus said the move aims to “promote love and proficiency in the national language and develop preference for Filipino instead of English.”
The observance of the “Linggo ng Wika” is in honor of the late President Manuel L. Quezon, the “father of national language,” and coincides with his birth anniversary on Aug. 19.
“Our proceedings were mainly in Filipino and the use of English was limited only to quotes and other technical terms and phrases,” de Jesus said.
He said the use of English was allowed for some words that are impracticable to translate in Filipino and becomes “too wordy.”
Under the ordinance, a fine of P300 will be imposed to any member of the provincial board, including the presiding officer, and P100 to any member of the legislative staff who violates its provisions.
As set, the fines are immediately due and payable to the board’s Secretary, who shall keep the collected funds in trust for disposal by the body later on.
De Jesus added that aside from using the Filipino language, members of the provincial board earlier decided to wear national costumes or Filipiniana attire in its regular sessions for the entire month of August.(PNA)
