Dads: Constitution mandates only one impeachment case a year
By Rose Palacio
Davao City (31 August 2005) -- Vice Mayor Luis Bonguyan and City Council Majority Floor Leader Lawyer Emmanuel Galicia said that under the Philippine Constitution the law requires only one impeachment case should be processed within a year.

The House of Congress have started Monday (August 8) the Justice committee hearing on the three impeachment complaints filed against President Gloria Macapagal-Arroyo as part of the impeachment process.

During the start of the Justice committee hearing (August 8) only 41 members of Congress have signed the impeachment complaint which is 38 short of the needed 79 votes to transmit the Articles of Impeachment to the Senate. However to date, some opposition members have started to rally for the President.

The three impeachment complaints were filed by lawyer Oliver Lozano, a certain Jose Lopez, and the opposition led by minority leader Francis Escudero.

Today Wednesday (August 31), the administration supporters are expected to decide that the Lozano complaint is the one that initiated the impeachment proceeding against the President and triggered the Constitutional one-year ban on the filing of any other petition, according to Marinduque Rep. Edmund Reyes who belongs to the majority bloc. Reyes is one of the four members of the majority who endorsed the opposition's amended petitions last Tuesday.

Todate, the President's allies (reportedly) will vote to throw out the amended complaint by ruling that the Lozano petition barred any other impeachment charges.

In a published news article, Rep. Reyes said he has carefully studied the Lozano and Lopez petitions and has discovered that the two do not comply with the House requirements on "form" as they lack "verification."

Reyes explained that under Rule 13 of the impeachment rules, a complaint must be accompanied by a "verification" whose exact language is prescribed in such rule. (PIA-RBPalacio)

Romans 10:9-10
"If you declare with your mouth, Jesus is Lord, and believe in your heart that God raised him from the dead, you will be saved. For it is with your heart that you believe and are justified, and it is with your mouth that you profess your faith and are saved."
