NIR transition guidelines due for release

BACOLOD CITY -- The Department of the Interior and Local Government (DILG) is expected to release on September 4 the implementing guidelines of the transition process for the dissolution of the Negros Island Region (NIR). 


Anthony Nuyda, concurrent director of DILG in NIR and Western Visayas, said the central office is finalizing the guidelines.

He added that the DILG will draft an initial report on the NIR transition process by the middle of September, and then submit it to President Rodrigo Duterte.

On August 7, President Duterte issued Executive Order (EO) No. 38 abolishing the NIR, composed of Negros Occidental and Negros Oriental, due to lack of funds, prescribing a 60-day transition period.

Based on the timetable, the regional line agencies in NIR will be dissolved by October 9.

During a closed-door meeting Tuesday afternoon held in Talisay City, Nuyda was joined by DILG Undersecretary for Local Government Austere Panadero in a discussion with the directors of the regional line agencies.

On Wednesday, Undersecretary for Regional Operations Adoracion Navarro of the National Economic Development Authority (NEDA) also held a similar meeting with Negros Occidental provincial officials and private sector representatives in the same venue.

Moreover, Nuyda said 19 of the 25 regional offices already submitted their transition plans.

A transition action plan includes the status of their funds and financial transactions/payment of obligations, disposition of property, furniture/fixtures, supplies and materials before the closure of their offices; reversion of their permanent personnel to regional offices of origin; and what to do with contractual and job order personnel who will be displaced with the NIR abolition.

Moreover, the special bodies formed by the NIR will be merged with those of the former regions of both Negros provinces.
These include the Regional Development Council, Regional Peace and Order Council, and Regional Disaster Risk Reduction and Management Council.

NIR was created through EO No. 183 signed by former president Benigno Aquino III on May 29, 2015. It separated Negros Occidental from Western Visayas (Region 6) and Negros Oriental from Central Visayas (Region 7). (PNA)
