The Department of Public Works and Highways (DPWH) has embraced a new policy in line with its “right project, right price and right quality” thrust.

DPWH regional director for Western Visayas Evelyn T. Barroso said that there have been changes in the “implementation arrangement and procurement activities” of the agency.

Under the new policy as stipulated in Department Order No. 55 signed by Secretary Rogelio L. Singson, the regional office is no longer allowed to hold biddings “except if funds are directly released to the region.”

In the previous administration, the regional office was “authorized to do procurement activities of projects P50 million to P200 million” where bidding is a component.

The new policy has empowered district engineering offices to undertake the planning, preparation of the program of works and the approved budget cost likewise handle the procurement and implementation of projects that cost up to P50 million.

Specifically, the approval of the plan for projects up to P20 million is with the district engineer (DE) likewise the approval of the resolution to award and contract for projects up to P50 million.

The DE under the implementation aspect will have to sign the issuance of the notice to proceed, sign the certificate of inspection prior to first and final payments and approve the statement of work accomplished (SWA) and consequently the payment of claims.

On the other hand, the regional office through the regional director has the authority to approve the plans, program of works and the approved budget cost for projects worth P20 million up to P50 million.

The regional office also undertakes the preparation of plans, program of works and the approved budget cost for projects worth more than P50 million.

Further, it is the responsibility of the regional office to implement projects, prepare the SWA and recommend for approval and payment of projects worth more than P50 million while at the same time supervise those with amount up to P50 million only.

All other responsibilities have been left to the central office to undertake.

Barroso said that they are now in the process of preparing the required preparatory works for projects under the 2011 line item. - pna
