NegOcc anti-terror body prepares P21-M budget proposal

BACOLOD CITY, Aug. 11 -- Negros Occidental’s anti-terrorism body, Task Force Buglas, is readying the detailed budget proposals to be covered by its PHP21-million allocation approved by the Sangguniang Panlalawigan.

Provincial Planning and Development Coordinator Ma. Lina Sanogal, task force executive director, said the funding approved by the Sangguniang Panlalawigan will be used for various programs and activities. These include, among others, counter-terrorism training proposed by the Philippine Army and the Philippine National Police. 

Sanogal said the budget has been sourced from the Capitol’s disaster and peace and order funds.

For this year, Negros Occidental has more than PHP100 million in disaster fund and PHP50 million in peace and order fund.

Governor Alfredo Marañon Jr. ordered the creation of a task force in June to to counter terror threat down to the barangays. Marañon chairs the executive committee of Task Force Buglas.

He named Vice Governor Eugenio Jose Lacson as vice chairperson, and Sanogal as executive director.

Task Force Buglas, which held its last meeting on Tuesday, includes task groups for anti-criminality spearheaded by the Negros Occidental Police Provincial Office; internal security, Philippine Army; and coast watch, Philippine National Police Maritime Group.

The Provincial Social Welfare and Development Office is in-charge of humanitarian assistance and disaster response; Provincial Environmental Management Office, environmental protection; and Public Information Office Office of the Governor, communications.

The governor directed Task Force Buglas to ensure proper coordination of different agencies to protect Negros Occidental from terrorism, crime and other lawless elements, and coordinate to efficiently provide humanitarian assistance during times of crisis and disasters.

He also tasked the body to strengthen communication linkages with communities to immediately gather information that needs swift action, and promote community awareness on their roles on law enforcement and public safety.(PNA)
