CAGAYAN DE ORO CITY—Two committees have been created to set in motion the plan to move the seat of government of Misamis Oriental away from this city, Gov. Yevgeny Vincente Emano said Friday.
Since 1950, Cagayan de Oro has been the seat of government of the city when it became a chartered city through Republic Act (RA) 521.
Emano said the time has come for the province to transfer its capitol nearer to its constituents. He expressed his gratitude to the University of Science and Technology of Southern Philippines (USTP) for donating a 50-hectare property in barangay Lourdes, Alubijid town, for the new capitol site.
Emano said the province has already created two committees to supervise the transfer process, namely the public private partnership (PPP) selection committee and the PPP regulatory committee.
To be chaired by the governor, the committees will composed of Sangguniang Panlalawigan member Gerardo Sabal III, SP member Wayne Militante, provincial administrator Jocelyn Mateo, provincial legal officer Neil Pacana, provincial development officer Stanley Uriarte, the Provincial Agriculture and Fisheries Council and Landcare Foundation of the Philippines as members.
Emano disclosed that at least three conglomerates—Ayala, SM and Filinvest—are interested to pursue the PPP scheme in developing the existing capitol compound situated in a one-hectare area along Velez Street.
In April, the Sangguniang Panlalawigan approved the PPP ordinance, signalling the start of talks among the interested parties.
The PPP is a contractual agreement between a government entity and a private firm towards financing, designing, implementing and operating infrastructure facilities and services that were traditionally provided by the public sector.
Emano said the winning party will build the new provincial capitol in Alubijid and a separate provincial jail campus in Initao municipality. In exchange, the contractor will have commercial rights over the old capitol complex. (PNA/Mark D. Francisco)
