While marking the first ever Day for the Seafarers on June 25, a group urged the maritime industry to address problems plaguing sea-based workers, such as piracy, the Catholic Bishops’ Conference of the Philippines (CBCP) reported Sunday.

The International Seafarers’ Action Center (ISAC) particularly noted piracy incidents in the Horn of Africa, victimizing hundreds of seafarers who are mostly Filipinos, an article posted on the CBCP website said.

“Aside from the psychological torture that they experience, their lives are also exposed to more dangers and risks as there were reports that pirates now slay their hostages as the ship-owners continue to decline giving ransom for the ship and the crew," ISAC said.

Despite these dangers, the maritime industry continues to lure Filipinos because of the promise of high salaries, according to a special report on GMA News’ “24 Oras" newscast.

ISAC also said it has been busy “handling cases of seafarers that had been duped by their employers about their salaries, the non-payment of benefits for sickness and disability, and many other issues which concern the health, safety, rights, and welfare of the seamen."

ISAC, however, noted that a flawed justice system in the country and inadequate international laws continue to deter action on these cases.

“The litigation process is difficult, intricate, and not to mention excruciating. Corruption, power play and the deemed inadequacy of the local and international laws play the crucial role in the litigation and execution processes," the group said.

Last Saturday, June 25 was declared by the International Maritime Organization, United Nations body, a Day for the Seafarers for the first time. — LBG, GMA News

Seafarer Day declared in Philippines

MANILA, Philippines (Xinhua) - President Benigno Aquino III has declared June 25 of every year as the day of the Filipino Seafarer for the invaluable contribution of the seafarers to the country's national development efforts.

Aquino issued a proclamation to give respect, recognition and gratitude to the Filipino seafarers who have become "sailing ambassadors" of the country for having demonstrated before the global maritime community the best traits of the Filipino.
The International Maritime Organization (IMO) encouraged, at a meeting held in Manila Thursday, governments, shipping organizations, companies, shipowners and all other parties concerned to duly and appropriately promote the Day of the Seafarer and take action to celebrate it meaningfully.

Also, the United Nations Organization (UNO) has recognized the important role that seafarers play in the continued growth of the global economy and in the promotion of safety of life at sea and the protection of the marine environment.

The Philippines is the world's leading supplier of ship crew with over 350,000 sailors, or about a fifth of the world's seafarers, manning oil tankers, luxury liners, and passenger vessels worldwide, exposing them to piracy attacks.

9th NATIONAL SEAFARERS’ DAY CELEBRATION
“Filipino Seafarer: Aim High, Reach Higher”


On Sunday, September 26, 2004, our Country will hold the 9th national Seafarers’ Day Celebration. The initiative was inspired by the outstanding status of our Filipino seafarers in the international maritime industry on account of their presence (25% of all seafarers world-wide), professional service, trustworthy fulfillment of their role and for their great economic contribution to our country. The response of the various sectors to this yearly event grew every year together with a more conscious awareness of the importance, contribution and international role attached to this profession.

The Apostleship of the Sea (AOS), which has been mandated by the government to spearhead the organization of the event since its inception in 1995, has the cooperation of all government and private agencies in the maritime education and employment sectors.

The chosen theme for this year celebration is: “Filipino Seafarer: Aim High, Reach Higher!”

In recent years, competition from other countries like China, Russia, Easter European and Southeastern Asian countries has put on pressure on the employability of our Filipino seafarers. But the Filipino seafarers have always proven their worth and reliability leading to continued growth in number: numbering 165,401 in 1999, they have grown to 216,031 in 2003, according to POEA data.
