The Philippine National Police (PNP) said yesterday that the 105,000 euros or P6.9 million intercepted by customs authorities in Russia from a member of the Philippine delegation to the International Police (Interpol) conference is clean and part of the group’s contingency fund.
Chief Superintendent Nicanor Bartolome, PNP spokesman, said the money found by customs authorities at the airport in Moscow in the bag of former PNP comptroller Director Eliseo de la Paz on Saturday is the contingency fund of the eight-man police delegation that attended the 77th Interpol general assembly in St. Petersburg (formerly Leningrad).
De la Paz was carrying 105,000 euros, contrary to reports that he was in possession of 10 million euros, when he was held at Moscow’s Sheremetyevo airport last Saturday while the police officials were about to board the plane bound for Manila.
“Let me make it clear that no member of the PNP delegation has been arrested or detained. De la Paz is now staying at a hotel in Moscow near the Philippine Embassy and is waiting for the official documents that will be translated into Russian and forwarded to the customs authorities,†Bartolome told reporters.
The documents were issued by the PNP leadership to prove that the money in question belonged to the PNP and only released to De la Paz as the designated disbursing officer of the delegates to the Interpol convention.
