9 NABBED BY PNP FOR ILLEGAL SALE OF P30-M COVID-19 TEST KITS
Criminal Investigation and Detection Group (CIDG) operatives arrested nine persons allegedly involved in the illegal sale of coronavirus disease 2019 (Covid-19) test kits in Quezon City on Tuesday.
Citing reports of CIDG Director Police Major General Albert Ignatius D Ferro, PNP Chief Police General Debold M Sinas announced the arrest of MARIZE SANTIAGO y Hariz, 28; Joshua Raphael Bautista Ramirez, 21; Zeus Catamora Jimena, 27; John Vincent Almante Sumalabe, 23; Rio Joyce Mingay Perando, 20; Hermogenes Rivero Villordon, 28; Jomari Pareja Estrada, 21; John Marthy De Jesus Parentela, 22; and John Paolo Solibaga San Pedro, 28, during an entrapment operation at No. 22 Scout Bayoran, Brgy South Triangle, Quezon City by joint operatives of Quezon City District Field Unit (QCDFU) 300th AISW after verification at Food and Drug Administration (FDA).
Investigation disclosed that the operation stemmed from reports about unauthorized distribution and selling of unproven illegally marketed medical devices such as Joinstar, clungene rapid test kit, innovita anti body test, sanli disposable virus specimen and wondfo rapid test kit which were likewise placed for advertisement thru online selling website being managed by unauthorized online seller of COVID 19 Rapid test kit.
According to the report, entrapment operation was conducted against the nine suspects after they received the payment from police undercover who ordered thru online thirty (30) boxes of Clungene Rapid Test Kit, each box containing twenty sets of Clungene Rapid test kit, amounting to Php204,000.00 pesos.
Recovered from their possession and control were one piece of one thousand peso bill, with serial number FO86144, enclosed with two hundred (203) pieces of marked money and assorted volume of Unauthorized Rapid Test kit, with estimated market value of Php 30, 000,000.00.
During the operation, suspects failed to show their license to operate (LTOP) or special permit to sell and distribute the test kits with regards with FDA Circular No. 2020-016.
One of the suspects, Marize Santiago, was found to be connected to a Chinese online selling group that offers unauthorized rapid test kits for Covid-19 under IR No. NCRCIDU CMM-21-04-002, dated April 9, 2021.
The arrested persons were appraised of their constitutional rights and brought at QCDFU office and undergone appropriate documentation for the filing of Cases for Republic Act 9711 or Food and Drug Administration Act of 2009 in relation to FDA Circular No. 2020-016 or the prohibition of Online selling of FDA Certified COVID-19 Antibody Test Kit.
"This operation is part of our continued efforts to run after those who take advantage of the pandemic to earn money by illegally marketing medical devices through illegal online selling by unauthorized online sellers of Covid-19 rapid test kit", PNP Chief Sinas said.
