Inter-Agency Crackdown on the "Ground Zero" of POGO Operations Inside a Commercial Tower in Makati City
The Makati Business Permit and Licensing Office (BPLO), in coordination with the Philippine National Police – Crime Investigation and Detection Group, Department of Justice – Office of the Cybercrime, Makati City Police, elements of the Armed Forces of the Philippines, and the Presidential Anti-Organized Crime Commission, conducted an inspection inside PBCom Tower, located at the corner of Ayala Avenue and Rufino Avenue, on March 6, 2025, targeting specific building floors reported of operating scam hubs and engaging in illegal offshore gaming activities.
Although no foreign nationals were found working at the alleged scam sites, several rooms showed clear signs of activity before the authorities arrived. Computers were still powered on, unconsumed food was left behind, and numerous scamming scripts were discovered. Additionally, money vaults, company IDs of foreign nationals, company-issued phones, and SIM cards had been hastily discarded, suggesting that operations were ongoing shortly before the raid.
PBCom Tower was once home to pioneers of the offshore gaming industry, dating back to 2017. Many of the industry's biggest players previously operated within the building but have since relocated to undisclosed locations, which are currently under investigation.
