BORACAY ISLAND, Aklan -- A community-based monitoring system (CBMS), a program aimed to generate data to help address poverty, will be implemented by the Local Government Unit (LGU) of Malay.
The project is confirmed to push through after the Sangguniang Bayan approved on Tuesday the request of Malay Mayor Ceciron Cawaling to enter into an agreement with the Department of Interior and Local Government (DILG).
The memorandum of agreement (MOA) will govern the duties and responsibilities for the implementation of CMBS project this year.
CBMS is a data gathering tool that will enable the LGU to generate evidenced-based data for the formulation of appropriate policies and programs, said Debra Lynn Romero, Local Government Operations Officer V of DILG-Aklan.
Through CBMS, the LGU can generate disaggregated data and indicators relating to education, income and hunger, employment, health and sanitation, housing water and sanitation, migration, impacts of climate change, peace and order and other community-specific indicators by surveying all households in the town.
“These data will enable LGUs to identify who and where the poor are in their areas and what are their needs,” Romero said.
The LGU will allocate PHP2.1 million for the project to cover the 17 barangays of Malay including the three villages of Boracay.
At present, some 510 LGUs across the country are already implementing the system.
In Aklan province, Malay will be the fourth municipality to implement CBMS, next to Kalibo, Buruanga and Lezo.
The CBMS program was developed by the Network Coordinating Team of the Angelo King Institute of Economics and Business Studies of the De La Salle University and was adopted by the DILG. (PNA)
