Pangasinan eyes 3rd 'good governance' award

LINGAYEN, Pangasinan – The province of Pangasinan has a good chance of bagging its third Seal of Good Local Governance (SGLG) award for 2016 following the results of the assessment conducted by the Department of the Interior and Local Government.

DILG Provincial Director Agnes de Leon, who accompanied the national evaluators in their last and final phase of evaluation last August 25, based her optimism on the compliance of the provincial Local Government Unit (LGU) on the core and essential areas of SGLG.

The province has a "clean data", she said.

De Leon said the evaluation was conducted by Local Government Operations Officers V Kenneth Tindungan and Erwin Gerald Fegcan, both from the DILG central office.

Pangasinan is one of the only two provincial LGUs to have been initially assessed as having a "clean data", said de Leon Friday.

At the same time, De Leon also expressed optimism of the high chances of 38 towns and cities of Pangasinan to receive also the 2016 SGLG award.

Component cities Alaminos, San Carlos and Urdaneta, chartered city of Dagupan, and the provincial LGU of Pangasinan are included in the initial list.

Only 11 municipal LGUs of Pangasinan, De Leon said, fell short of complying with minimum requirements for the SGLG award based on the evaluation conducted.

For this, De Leon commended the provincial government headed by Governor Amado Espino III for its well-crafted and implemented development agenda, and for helping out the municipal and city LGUs of the province in the planning of their development programs.

Under the 2016 SGLG, LGUs will be evaluated in three core areas namely: financial administration, disaster preparedness and social protection and peace and order; and in essential areas which include environmental management, business friendliness and competitiveness, and tourism, culture and the arts. LGUs were evaluated on their compliance with 58 development indicators.

Pangasinan already received its 2015 SGLG award last year under Gov. Amado Espino III.

Under the watch of his father, former governor and now 5th district Representative Amado T. Espino, Jr., the province also bagged the Seal of Good Housekeeping (SGH) in 2014.

SGLG is the expanded version of SGH which was launched by the DILG in 2014.

Assisting during the national SGLG assessment were: Provincial Planning and Development Officer Benita Pizarro, Provincial Administrator Nimrod Camba, several department heads and representatives from various provincial government offices and Pangasinan Provincial Police Director Ronald O. Lee and other executives and representatives from various government agencies. (PNA)
