Drug Test and Election Winners

Para sa mga incumbent at mananalo pa lang na opisyal ng gobyerno: 

MAGPA-DRUG TEST MUNA BAGO TUMANGGAP NG PONDO 

May mga paraan pa rin para mabawasan ang mga adik na halal na opisyal, ayon sa dalawang mambabatas na naghayag ng mga suhestiyon para sa Department of Interior and Local Government. 

Random voluntary drug testing nationwide ang panukala ni Rep. Ron Salo (KABAYAN Party-List) habang mandatory drug testing naman para sa opisyal bago sila bigyan ng kanilang unang sueldo, IRA budget, sasakyan, o gamit sa opisina ang panukala ni 1-CARE Party-list Rep. Carlos Roman Uybarreta. 

"Mabuting ehemplo dapat ang mga halal na opisyal, kasama na ang mga mahahalal ngayon sa botohang pambarangay at SK," ani Rep. Salo, "Ang batayan nito ay ang Republic Act 9165 Section 36(d)." 

Para kay Rep. Uybarreta, dapat magpa-drug test muna ang sinumang opisyal bago siya pagkatiwalaan ng anumang pondo o kagamitan ng gobyerno.

"Patunayan muna nilang hindi sila gumagamit ng ipinagbabawal na droga bago sila pagkatiwalaan ng pondo ng gobyerno, sasakyan, o computer," diin ni Rep. Uybarreta. 

Kumbinsido rin sina Rep. Uybarreta at Rep. Salo na hindi dapat urine samples lamang ang gamitin sa anumang drug testing para sa mga public officials. 

Pabor sila sa nauna nang panukala ni Rep. Michael Romero (1-PACMAN Party-List) na hair samples ang gamitin kasi mahirap dayain ito.

"Mahirap dayain ang hair sample drug testing. Kahit magpakalbo sila, marami pa naman ibang parte ng katawan na puedeng kunan ng hair sample, tulad ng kilay, pilik-mata, bigote, at balbas. Medyo kaduda-duda na kung todo ahit o wax off sila ng lahat ng kanilang buhok," ani Rep. Salo. (WAKAS)
