DPWH clears road obstructions along R-10, Bonifacio Drive

MANILA, March 1 (PNA) -- The Department of Public Works and Highways (DPWH) has conducted clearing operations on structures at the northbound direction of the 3-kilometer road from Bonifacio Drive, Port Area to R-10 in Tondo, Manila on Wednesday.

DPWH-National Capital Region (NCR) Director Melvin Navarro noted that teams composed of the DPWH, Metro Manila Development Authority (MMDA) and local government units (LGUs) were formed to clear road obstructions along major thoroughfares in the National Capital Region (NCR).

“We are continuously working with the Manila City government, MMDA, and PNP (Philippine National Police) to ensure that this particular road space would remain free from any obstruction and ensure safety of our motorists and pedestrians,” he said in a statement.

Road right-of-way (ROW) violations were observed along the mentioned segments as it is being constantly occupied by illegally-parked vehicles, stockpiles of palochina wood and temporary structures of vendors.

”With proper and regular coordination with relevant stakeholders, we hope to make our national roads and sidewalks as spacious and safe as possible to our motorists and pedestrians,” Navarro added.

Under the provisions of Section 23 of Presidential Decree (PD) No. 178 also known as the Revised Philippine Highway Act, all DPWH Regional and District Engineering Offices are mandated to implement removal of obstructions in any manner or unlawful and private use within any portion of road ROW.

Road obstructions identified include but not limited to temporary and permanent structures such as buildings, houses, shanties, stores, shops, stalls, sheds, canopies, and billboards within road ROW.

The DPWH official said that the clearing of south bound direction of R-10 and Bonifacio Drive will follow as well as Roxas Boulevard.

On the other hand, Ed Santos, DPWH-NCR Assistant Director and Chief of Maintenance said that they structures are prohibited on ROW and sidewalk.

"Beyond the commerce of man ang road right of way pati sidewalk," he said.

Santos added that they will need the assistance of LGUs to be able to prevent people from returning to the areas that have been cleared.

"LGUS dapat naka agapay. Dapat Manila. May kasama pulis, MMDA, joint effort ng inter agency na dapat mamahala ng kalsada," he said. (PNA)
