Villages in Manito, Albay have been successful in initiating a low-cost early disaster warning system using indigenous materials such as bells and bottles.
Albay Gov. Joey Salceda said on Monday that the Provincial Disaster Risk Reduction and Management Council (DRRMC) has launched the "Bell and Bottle Early Warning System" project in Manito, Albay, a coastal rural community vulnerable to floods and landslides.
This is in partnership between PGA-CIRCA, University of the Philippines in Los Banos (UPLB) with the financial assistance from World Bank, Salceda said.
The Early Warning System (EWS) project aims to identify the floods and landslide hotspot barangays using Geographic Information Systems (GIS)/Remote Sensing and expert ground surveys.
The EWS, composed of softdrink bottles and bells had been installed in various villages. The bottles serve as rain gauge and indicator of possible flood or landslide. The bells serve as the alarm system to inform the barangays to prepare or evacuate if necessary.
Salceda said to make this low-cost EWS effective, it has to organize the local communities, educate and train them in measuring key climate indicators related to floods and landslide.
They must also be trained to know their environment, ie soil types, slopes, vegetation covers, river system, etc....related to vulnerabilities. - pna
