DILG chief doubts nat’l ID system can be done this year

 Ronaldo Puno, secretary of the Department of Interior and Local Government (DILG), doubts that a national ID system can be implemented this year.

Puno told reporters on Monday that since two years ago, the National Economic and Development Authority had been tasked to study the possibility of consolidating identification cards. However, he said that the move remained “at the stage of system analysis."

“I'm skeptical that there would be an issuance of a national ID…If you're going to follow the law, it should already be in place now…“(But) if you are going to judge it by systems requirements, it would take some time before that study can be completed. It's very difficult to do that," he said.

The DILG chief made the statement the same day when the Armed Forces of the Philippines revived recommendations of the said ID system to help hasten the fight against terrorism.

Lt. Col. Bartolome Bacarro, AFP public information chief, said that the military made the proposal to President Gloria Macapagal Arroyo during a command conference at Camp Aguinaldo in Quezon City.

Bacarro said the President, in turn, directed the Department of National Defense to further study the proposal.

Puno said there was nothing new about implementing the national ID system because it was already mandated by law.

“This is in the law that was passed in 1991, it is nothing new. The problem is it has never been implemented. (It’s) not a new idea, it is a statutory obligation of all barangays (villages) to complete an identification system," he said.

Executive Order 420, issued by President Arroyo in February 2005, aims to unify and consolidate all the ID systems used in government and in transacting business with various government agencies such as the Social Security System, the Government Service Insurance System, the Philippine Health Insurance and Land Transportation Office.

In April 2006, the Supreme Court ruled that the order was legal.(GMA)
