DAVAO CITY – The Bureau of Jail Management and Penology (BJMP), in partnership with the Regional Trial Court, has established a courtroom inside the detention facility of the Davao City Jail ensuring public safety and faster court proceedings.
This will address the issue of security threat, one of the reasons that delays court proceeding especially if it involves high risk profile suspects detained in jails.
There is also a concern that companions of the inmates might rescue them that can harm not just the jail personnel but also the public.
But this will not be a problem anymore because there is already a courtroom inside the detention facility.
On Thursday, the BJMP-11 and the Regional Trial Court unveiled the courtroom, which is donated by the Rotary Club of South Davao as part of their support to the community.
BJMP 11 Director Jail Sr. Supt. Amelia Rayandayan said the project is a big help on their part as it involves public safety.
“We know for a fact that we have been transporting them from jail to court and its quite risky,” Rayandayan said.
She said it will be easy on their part if the high profile prisoners will be heard within the jail compound as there is no need to transport inmates and the risk will be lessened.
She said there were incidents in the past that the inmates were rescued by their co-accused while on their way to court.
RTC Executive Judge Emmanuel Carpio said the court inside the jail is a secured place for the high profile inmates.
“The travel time and the distance ... maybe a good chance for the inmate to escape or be rescued by some lawless elements,” he said.
Carpio said that with the project donated to the jail, there is less hassle and less expense on the part of all the parties. “Hopefully, this will serve as one of the hallmarks and good project in Davao City,” he said.
The Executive Judge said the Davao City Jail courtroom might be the first in the Philippines. One of the cases to be heard Friday involves the five members of the Maute Group.
They are the first high profile inmates to be heard in said courtroom in connection with the Roxas Night Market bombing. The suspects are TJ Macabalang, Wendel Apostol Facturan, Musali Mustapha, Zack Villanueva Lopez and Jericho De Rome who are facing terrorism, multiple murder, and multiple attempted murder charges.
