ILOILO CITY, Aug. 9 -- The Iloilo City Police Office (ICPO) and the Phillippine Drug Enforcement Agency (PDEA) on Tuesday afternoon asked the Iloilo Citiy Anti-Drug Abuse Council (ICADAC) to remove from the "target list" drug personalities who could no longer be located here.
Senior Supt. Remus Zacarias Canieso told ICADAC, led by Iloilo City Mayor Jed Patrick Mabilog, said a total of 38 drug personalities classified as “high-value” and “street level” targets could no longer be tracked down in the metro since the police staged "Oplan Double Barrel Reloaded".
Per ICPO monitoring, these personalities can’t be located in their last known address for at least six months, and no known information of illegal drug activities.
The drug personalities will be put into “suspense file” status – meaning they will no longer be in the target list of police operations but will be subjected to police operations once they are sighted in Iloilo City, Canieso said.
The process of removing the “missing” drug personalities start with the barangays, which issue certification that the targets are no longer residing in their respective areas.
Then, the Barangay Anti-Drug Abuse Council (BADAC) will issue a recommendation for the removal of the drug suspects’ names from the target list. The ICADAC will be asked to issue similar resolution.
The BADAC and ICADAC resolutions will be subjected to validation of the City Oversight Committee to confirm they are indeed no longer here.
“Once confirmed, the list will be submitted to the Regional Oversight Committee, who will conduct another review and validation,” saidCanieso. PDEA chairs the oversight committees.
If the committee confirmed the absence of drug personalities, the list will be submitted to PNP Directorate for Intelligence, Canieso added.
Canieso said the downgrading of “cannot-be-located” targets would also be implemented in other areas per directive of PNP Directorate for Intelligence.
The ICADAC approved the resolution recommending the downgrading of the status of the 38 drug personalities.
However, Canieso was quick to clarify that the list does not include the elusive suspected drug lord in Iloilo, Richard “bu****” Prevendido, who has been on the run since President Duterte waged his war against illegal drugs.
“bu****” is identified by PDEA as the alleged leader of Prevendido Drug Group, one of the two major drug groups operating in the metro. Other suspected drug lord, Melvin Odicta Sr. was slain August last year.
“bu****” is now a “national” target, which means anti-illegal drugs law enforcers in all levels – city, region, and national are after him, said Canieso.
The city government, through the ICADAC, and the Province of Iloilo placed a PHP1-million bounty to Prevendido’s arrest. He was reportedly last spotted in Antique province but the police could not trace his whereabouts. If “bu****” is arrested, the bounty will go to the informant.
Meanwhile, law enforcers in this city conduct visitations in barangays to assist the barangay officials in the preparation of requirements to be declared drug-cleared or drug-free. (Maricyn A. De los Santos/PNA)
