The Sandiganbayan Fourth Division affirmed Wednesday the conviction of actor Joey Marquez on graft charges for the illegal purchase of more than 55,000 overpriced broomsticks or "walis" while he was still mayor of Parañaque.
The court affirmed its earlier verdict which found Marquez and three other city officials guilty of five counts of graft and sentenced them to six to 10 years in jail for each count.
The court ordered the four to pay P462,708 representing the overpriced amount in the procurement of 55,432 brooms.
The Commission on Audit filed the case after it discovered that broomsticks purchased from January 1996 to September 1997 by the city government under Marquez’s term were overpriced and did not go through the regular bidding procedures.
Marquez was mayor of Parañaque from 1995 to 2004.
A government audit team reported that 31,334 small brooms were bought for P15 each and 24,098 large brooms for P25 each.
The team said the small brooms were overpriced by P4 each and the big ones by P14 each, based on the price lists for the same items obtained from the neighboring municipality of Las Piñas.
