BJMP-CAR reiterates call vs illegal activities, drugs

BAGUIO CITY – The Bureau of Jail Management and Penology Cordillera Administrative Region (BJMP-CAR) is reiterating President Rodrigo Roa Duterte’s call for its personnel to shy away from illegal activities, especially on hard drugs.

In an interview Wednesday, Jail Chief Inspector Mary Ann Ollaging-Tresmanio, BJMP-CAR information officer, said they continue to implement and further strengthen “Oplan RODY” which started at the beginning of the term of President Duterte.

Operation Plan or Oplan “RODY” she said, means:

R - remove personnel in jail facilities who are involved in the illegal drug trade;

O - the offensive operation against illegal drugs in facilities which they are performing in coordination with the Philippine Drug Enforcement Agency (PDEA) and the Philippine National Police (PNP) for the conduct of greyhound operations. “These are surprised and are unannounced in facilities to flash out the presence of illegal drugs.”

D - decongestion of jail facilities. Tresmanio said, “even at the start of the quarter of the President’s administration in 2016, with the 'Tokhang' operations, there was a shoot-up of the jail population.

Y - is “Yes” to discipline and classification of inmates. Jail cells, she explained, are occupied by those charged with the same or similar cases. Those facing cases for violation of the illegal drug law are placed together and separated from the other inmates for easier monitoring of their movements which will allow them to see if there are unusual activities happening.

On decongestion of jail facilities, Tresmanio said they have intensified their paralegal efforts.

“Nakiki-coordinate naman ang ating mga paralegal officers sa courts para ‘yung mga pwede nang ma-speed-up ang cases ay magawa at mapauwi o mapalabas na mga pwede (Our paralegal officers are coordinating with the court so that those cases can be expedited so that those who have served their jail term more than the required can already be released),” she said.

Tresmanio said, “we continue to reiterate, especially to our personnel, the thrusts of the present administration that drugs have no place in government, in the BJMP.”

She added that in September 2016, one personnel, who was found positive for illegal drug use, was dismissed from service for failing to undergo rehabilitation.

On the first week of September, a BJMP-Cordillera personnel was also arrested for selling illegal drugs -- an incident that came as a shock to the organization.

“As custodians of those arrested for illegal drugs, we cleanse our jails but it was different realizing that there is someone within us who is involved,” Tresmanio said.

Personnel education is a continuing activity of the BJMP-CAR, to always remind the jailers to observe “simple living”.

Tresmanio added, “[it is] wiser to learn from the experiences of others. We saw that there are many being arrested, they see it, so why do we still go into it?”

She reiterated the guidance of the bureau’s leadership and that of President Duterte, saying, no one who is involved in illegal drugs will be spared in the fight against this menace. (PNA)
