On February 23, 1995, the Philippine Congress enacted into law Republic Act 7898. This Act was known as the “Armed Forces of the Philippines Modernization Act.†And in compliance with this Act, the President submitted to Congress the AFP Modernization Program, which the latter approved in Joint Resolution Number 28 on December 19, 1996.
Included in the AFP Modernization Program is the Philippine Navy Modernization Program. It specifies the projects and activities that the Navy will undertake to develop into a respectable armed force that will be able to reasonably provide a credible measure of deterrence. Thus, ensure effective sea control over the country’s maritime areas. The program, in essence, is concentrated on developing certain capabilities, particularly its materiel and technology, in the furtherance of the primary objective of modernizing the Navy both in form and function.

To implement the Philippine Navy Modernization Program, the Naval Modernization Office was created. Its task is to undertake and manage all the Navy’s modernization projects. The NMO, as it is called, belongs to the personal staff arm of the Flag Officer In Command, PN. The Director of the NMO reports directly to the FOIC, PN for matters relating to the implementation of the modernization projects.
While being primarily responsible for the implementation of the Philippine Navy Modernization Program at the Philippine Navy level, the NMO performs the following specific objectives:
a) formulate plans, policies and procedures for the implementation of the program;
b) coordinate with the AFP headquarters for the successful implementation of the program;
c) oversee the project management teams (PMTs) that were created to identify, define and implement their cognizant modernization projects; and
d) conduct market research and maintain an appropriate library of new products, processes, technology and trends to enhance the navy’s capability.
Towards these objectives, the NMO endeavors to facilitate the processes involved equipment procurement through skillful management using the best commercial practices and standards and employing the latest in project monitoring software.
