Vice Mayor Rodrigo Duterte has urged Dabawenyos to actively participate in fine-tuning the proposed anti-discrimination ordinance, a landmark law that will attempt to
penalize acts of discrimination.
He said the measure is due for second reading as city councilors continue to debate its merits and relevance. The plenary will be opened to the public to voice their opinion on the measure.
The ordinance is aimed at promoting equal opportunity, respect and good relations amongst all peoples in the city, regardless of sex, gender identity, sexual orientation, race, color, descent, national or ethnic origin, religious affiliation and beliefs.
“This proposed ordinance is encompassing and imposes penalties like P500 fine and 15-day imprisonment if violated. It must be discussed thoroughly in order to realize its purpose accordingly,†Duterte said.
He underscored the importance of following the democratic processes which guarantees the rights to be heard, to be informed and to take another position.
The vice mayor also encouraged Dabawenyos to read the measure, which was posed on the “Gikan sa Masa, Para sa Masa†fanpage on Facebook, for them to understand and evaluate its content and make
educated recommendations during the public hearing.
If passed into law, the proposed anti-discrimination ordinance will guarantee equal opportunities for all in terms of access to education, employment, work promotion, purchase of subdivision lots, and the like.
“My primary objective is to ensure good relations and the right attitude in dealing with our fellowmen for now and the future generation,†he said.
Duterte stressed there must be a measure that addresses discrimination especially in the city which has become the melting pot of all cultures in the country. As the city grows in population, bigotry must be avoided in order to ensure equal opportunity for all.
“You might want to exercise your right to select but you can no longer use sex, gender identity, sexual orientation, race, color, descent, national or ethnic origin, religious affiliation and beliefs as standards,†Duterte said.
