ILOILO CITY-- The Commission on Human Rights (CHR) cannot be abolished even though it will only have PHP1,000 budget for 2018, Iloilo Governor Arthur Defensor Sr. said Thursday.
Defensor, who for several terms served at the House of Representatives, explained that CHR is a “constitutional body.” It was created as an independent office, citing Article 11, Section 17 of the 1987 Philippine Constitution.
“That means you cannot abolish it even if the House of Representatives will appropriate only PHP1000,” he said during a press conference.
He added that it can only be abolished through an amendment of the Constitution.
The governor believed that the Senate will insist to provide the agency its budget.
“I believe that majority of the senators will restore the budget but I do not know if how much. But because they cannot abolish the CHR, they will provide a budget that is sufficient to maintain the operations of the CHR,” he further said.
CHR proposed a budget of PHP623.38 million for 2018.
