2 Davao City Bottling Plants Seeking Government Permission

The Davao City Council is looking seriously at the application of two companies seeking permit to operate bottling plants in Barangay Binugao, Toril district, identified as water resource areas and sitting atop the aquifer of the city.

SMI Corporation and Interveb Corporation are seeking reclassification into heavy industrial zones of their properties for plants for bottled water and soft drinks operations.

The applications were heard during a hearing last Tuesday by the committee on housing, rural and urban development chaired by councilor Arnolfo Ricardo Cabling.

At the hearing, Rey Chavez, head of the Davao City Water District (DCWD) engineering division, said the water district is interposing no objection to the project being outside of the DCWD area of operations.

But Chavez bared water extraction from the aquifer by both private and public wells currently stand at 5,000 liters per second or a mere 2,000 liters below the threshold of 7,000 liters per second.

The bottling projects are water resource-intensive and will be digging wells for the bottling and operational needs.

Chavez’s position appears to downplay present efforts by DCWD to tap surface water in Panigan and Tamugan rivers in Calinan district to ease pressure on the aquifer, where the water firm pumps out water for the city’s needs. - PNA

DCWD should be careful about tapping surface water as potable water source. this is because open water sources face a high risk of being the dumping ground of various types of insecticides, pesticides, heavy metals and bacteria such as e. coli which is normally found in human and animal waste. only recently, the waters from the panigan-tamugan rivers were tested and was reported by the private laboratory that conducted the test that the sample was found positive for the presence of endosulfan, a highly toxic chemical whose use has been banned (except for del monte and dolefil). although the fertilizer and pesticide authority has announced that monitoring to ensure its non-sale and non-use is a regular agency activity and that most likely the endosulfan traces that were found in the water samples were probably used by banana plantations located on the upper portions of the tamugan and panigan area before the chemical was banned, it does not eliminate the presence of the high toxic chemical in the water that DCWD plans to tap as potable water source. the DCWD must be required to install a water purification facility that goes beyond the simple introduction of chlorine into the system which for the most part can only eliminate bacteria like e. coli. most importantly, the facility must have the capability to eliminate toxic chemicals (banned and/or controlled), heavy metals and other water pollutants to ensure that the water is genuinely potable and does not cause long-term health risks on the drinking population.
