16 Philippine Cities Reverted Back to Towns

The Supreme Court voting 7-8 on Tuesday reverses its earlier decision affirming the validity of the conversion of 16 municipalities into cities.

The High Court has finally came up with its decision with finality: the 16 cannot be cities, yet, said Mati Mayor Michelle Nakpil Rabat.

Updates on President Benigno Aquino III's presidency

The League of Cities of the Philippines (LCP) has questioned the constitutionality of the laws declaring the 16 municipalities into cities.

The LCP questioned the cityhood laws of the 16 towns – Mati, Davao Oriental; Naga, Cebu; Bogo, Cebu; Carcar, Cebu; Baybay, Leyte; Catbalogan, Samar; Tandag, Surigao del Sur; Lamitan, Basilan; Borongan, Samar; Tayabas, Quezon; Tabuk, Kalinga; Bayugan, Agusan del Sur; Batac, Ilocos Norte; Guihulngan, Negros Oriental; Cabadbaran, Agusan del Norte; and El Salvador, Misamis Oriental.

Mati Mayor Michelle Nakpil Rabat admitted having received the information on the final Supreme Court (SC) decision. She expressed grief over the High Court decision but urged her constituents never to lose hope on their cityhood bid as she is hopeful that Mati would still become a city soon.

"We lost, we gave it our best. We fought for our city. It's a sad day for us Matinians. But we have to move on and I still believe that one day soon, we will regain our status as a city," Rabat said.

The legal battle for the cityhood claim was a rollercoaster ride for the League of 16.

On November 18, 2008, the Supreme Court, by a 6-5 vote, nullified the 16 cityhood laws for being violative of the Constitution, specifically its sec. 10, Art. X and the equal protection clause. On March 31, 2009, a divided High Court denied the motion for reconsideration.

On April 28, 2009, the Court, by a 6-6 vote, denied a second motion for reconsideration for being a prohibited pleading. Subsequently, the LGUs filed a motion on May 14, 2009 to amend the April 28, 2009 resolution.

The Court, per its June 2, 2009 resolution, declared the May 14, 2009 motion adverted to as expunged in light of the entry of judgment made on May 21, 2009. The LGUs subsequently filed a motion for reconsideration of the June 2, 2009 resolution.

Then on December 21,2009,, the Supreme Court, by a vote of 6-4, has reversed its November 18, 2008 decision and declared as constitutional the Cityhood Laws or Republic Acts converting 16 municipalities into cities.

The SC then stated that all 16 cityhood laws, enacted after the effectivity of RA 9009 increasing the income requirement for cityhood from PhP20 million to PhP100 million in sec. 450 of the Local Government Code (LGC), explicitly exempt respondent municipalities from the said increased income requirement. hahaha, nagkatawa ko nga nalooy aning maong mga lugar. unsaon nalang tong mga gipanghambog sa mga mayor sa naga, carcar ug bogo cebu? nagtukod-tukod pa ug mga bag-ong city hall kay nabag-ohan nahimong syudad. nag usik-usik lang jud sa kwarta. nag ayo lang ang hambog aning mga mayora. mayra ra sad oi aron mokakaon ug tagam na sila nga ang panerbisyo sa mga tawo dili negosyo. ang politika dili corporation nga pwede ibalhin balhin sa ilang myembro sa pamilya.

diha toy congressman nga karatola sa infrastructure projects naa gyoy 'through the kindness of your congressman', way lain kun di si gullas, 3-term congressman, unya nag-mayor.  sa talisay, nga gilihok una niya nga mahimong siyudad sa congressman pa siya.  city mayor siya imbis municipal mayor kay taga-minglanilla god na sila.  naahat ug na taga-talisay. 

di ba diha man pod gani toy 'sugbuak' sa una kay ang mga congressmen (kintanar and co.) nga 3-termers na gustong ma-gobernador mao nga himoon na lang nilang probinsiya ang ilang mga distrito?  paskang labara.

lisod na mabalik ang digos back to municipality kay year 2000 pa gud na convert. 10  years na tawn ang nilabay.

ang kaning 16 kay initially july 2007 pa then naay ni protesta nabalik pagka towns november 2008 then pag december ni file sila ug motion pag december 2008 then last year pa lang na nahimong city balik ka reverse sa supreme court ang ilang unang ruling. karon balik nasad sila pagka towns. roller coaster ride jud sila.

Bye - bye Baybay City ... Hello again Baybay Municipality

Baybay in Leyte is the bailiwick of the Veloso-Loreto clan of politicians (of Boholano blood).

Current lady mayor was former congresswoman of the 5th district before which she was mayor. Two of her sons were former mayors. One of them is now a member of Congress. His wife heads the Liga ng mga Barangay and so sits in the municipal council, while their son is SK federation president, who also sits in the municipal council. 

The lady mayor's elder sister was former first lady of Leyte, former congresswoman of the 1st district, and now mayor of Palo town. Her son is currently the governor like his father.

The sisters had an elder brother who was mayor and congressman. One of his daughters became a congresswoman.

Another brother was a mayor and board member. The latter's doctor daughter married a politician from Iloilo. She is currently also a congresswoman, on her last term, I think.

For at least one or two terms, the three congresswomen (the first two and the last one) became members of Congress at the same time.     

Another nephew of the two sisters is currently a board member.

I cannot remember if there ever was a non-member of the clan who was mayor of thetown.
