The National Economic and Development Authority (NEDA) has estimated a total of P739.78-billion investment requirement under the government's public-private partnership (PPP).
In a presentation to Malacanang, NEDA director general Cayetano Paderanga said a total of 10 PPP projects will be rolled out next year, which will require an investment of P127.8 billion.
For 2012 and beyond, 73 projects have been identified for PPP.
Of these, 28 projects requiring P263.5 billion investment will be up for competitive selection.
For power projects, a total of 43 are being considered for PPP with an indicative amount of P348.5 billion.
For next year, PPP projects include the P70-billion MRT/LRT expansion project; the P11.3-billion MRT Line 2 Extension; the P7.54-billion New Bohol Airport; the P36-billion Puerto Princesa Airport; the P21-billion NLEX-SLEX Link Expressway; the P10.5-billion CALA Expressway-Manila side section; and the P3.08-billion Daraga International Airport.
The project cost for the development of City Terminal for Diosdado Macapagal International Airport, privatization of Laguindingan Airport Operation and Maintenance and the Supply of Treated Bulk Water for Metro Manila are yet to be determined.
Identified PPP priorities for 2012 and beyond include airports, roads, rails, water supply, irrigation, school buildings, health facilities, solid waste management services and other social support projects.
In terms of project approval process, Paderanga said, the government is committed to facilitate the approval and implementation process of PPP projects.
The solicited proposals will be processed within six months and unsolicited proposals will be processed within nine months.
"Qualified PPP projects shall have complete documents that are necessary to facilitate the approval process," Paderanga said.
As enunciated by the President Benigno S. Aquino III on several occasions, Paderanga said the administration aims to create adequate employment opportunities for many Filipinos in order to significantly reduce poverty.
"In order to attain this objective, we must focus on the following broad directions under an inclusive growth framework," he said.
First, the NEDA chief said the government will aim to attain a high and sustained economic growth over the medium term that provides productive employment opportunities for all or “inclusive growth framework.â€
"For 2010, your government expects real GDP to grow by at least 5 percent. For 2011 to 2016, our target is a higher annual growth of 7 to 8 percent," Paderanga said.
To achieve the high and sustained growth rates, Paderanga added the government will provide an enabling environment for private sector investment and entrepreneurship through:
-Astable macroeconomic environment;
-Sound and consistent public policies;
-Investment in infrastructure (e.g. electricity, transport, water, irrigation, solid waste management, and environment);
-Effective anti-corruption measures;
-Enforcement of the rule of law; and
-Effective and efficient delivery of public service including improvements in the investment programming processes.
-"Secondly, we will equalize access to development opportunities across geographic areas and across the different income and social spectrum. This will ensure that expansion of employment opportunities translates to poverty reduction," Paderanga said.
And thirdly, Paderanga said the government needs to formulate and implement effective and responsive social safety nets to catch those who are left behind by the character of a high sustained growth.
