With South Korea's presidential election less than two months away, foreign experts on Thursday urged Seoul's incoming government to resume a dialogue with Pyongyang, while taking a more aggressive approach to convince North Korea to give up its nuclear weapons program.

Diplomacy with North Korea to persuade it to abandon its nuclear drive has never been straightforward, but dialogue is the best way to lead Pyongyang out of isolation and resolve its nuclear program, the experts said at a forum in Seoul hosted by the National Unification Advisory Council.

Zhu Feng, a professor of international studies at China's Peking University, said it would be difficult for China to prod North Korea to open up its moribund economy without cooperation from South Korea.

"The positive future of the Korean Peninsula depends on close cooperation, communication and strategic trust between China and South Korea," the Chinese professor said.

Analysts and government officials in South Korea have searched for any signs of economic reform since the North's new leader Kim Jong-un succeeded his late father, Kim Jong-il, last December. Still, they are skeptical over whether the young Kim would be serious about opening up the communist country to foreign influences outside of his control.

Bruce Klingner, a senior researcher at the Heritage Foundation, called for South Korea's new government to make effective use of both positive and negative inducements to resolve the North's nuclear standoff.
