A city councilor in Zamboanga City has proposed that all 16 city councilors should share part of their Countryside Development Fund (CDF) to help the poor pay for water services connections and buy gadgets for communal water
services in the barangays.
Councilor Benjamin “Nonong†Guingona III, chairman of the City Council’s Committee of Ways and Means, said he would sponsor a
resolution that would grant this aid for poor water consumers in the east and west coasts of the city.
Guingona said that the funding would come from the CDF of councilors of both District 1 and 2. He has yet any figure on how much the councilors’ share would be.
He said he received reports that poor people in the two districts needed the help of the city councilors for the water assistance project.
If the amounts cannot be used for individual house connections, the fund can be used to finance communal faucets but a system must be in place to ensure the equal distribution of water among the poor.
"I will hold a meeting with the members of the Committee about the proposed resolution and how much percentage will be taken from the councilors’ countrywide development funds. I will also talk to Mayor Celso Lobregat about this proposed resolution,†Guingona said.
He stressed that potable water is very important to the health of the people.
“Many people get sick due to unclean water sources. People in far-flung areas get water from deep well and it is not safe for their health. Less fortunate people who can not afford for water installation fee should be given consideration,†Guingona said.
