New Requirement for Book Publishers

All book publishers in Quezon City will have to furnish the city public library with at least five copies of all their printed books free of charge to the QC government.

This may have to be complied with if the proposed ordinance for this requirement would become a law.
Councilor Julienne Alyson Rae Medalla, the author of the proposed measure, said that books are the cheapest and still the most effective tools for imparting information, achieving educational growth and for recording, preserving and disseminating the nation’s cultural heritage.

Also, it is a declared policy of the state to ensure that all quality-produced books are made available to the public through libraries and schools, Medalla said.

She also said that in Quezon City , it is imperative that these books be made available to the public through city libraries and public elementary and high schools.

Under the proposed ordinance, within a period of 30 days from the date of any printed book is first delivered out of the press, the publisher of such book, whether private or government, individual or juridical person, shall furnish at least 5 copies of the book, free of charge.

A tax credit equivalent to 100% of the value of the books disseminated to the city public library shall be given to the publisher who complied with the minimum requirement of this ordinance.

Any person who violates any provision of this act shall be subject to a fine of not less than P2,000 but not exceeding P5,000. Subsequent violations shall be subject to P5,000 fine and suspension of business permit. - pia
