PRO 1 official warns public on use of firecrackers

DAGUPAN CITY -- An official of the Philippine National Police (PNP) in Region 1 has reminded the public to heed the executive order issued by President Rodrigo Duterte against exploding firecrackers in welcoming Christmas and New Year.

Senior Superintendent Mariano Rodriguez, chief of the Regional Civil Security Unit of the Police Regional Office 1 (PRO1), said on Tuesday that Executive Order No. 28 does not stop people from celebrating Christmas and New Year but rather warns them against using powerful firecrackers that are prohibited.

He told newsmen in an interview that the executive order requires the public to acquire a permit from the municipality and barangay as well as the local police before lighting up firecrackers or having a fireworks display.

Without a permit, they will be apprehended by the police or barangay officials. On the other hand, the barangays are mandated by the executive order to establish firecracker zones.

These firecracker zones must have emergency medical staff, firefighting equipment, and located far from hazardous materials, houses and schools, and wires and cables of communication facilities, he added.

The PNP will again monitor and ensure public safety this Christmas and New Year, along with the Department of Health, Bureau of Fire Protection, Department of Environment and Natural Resources and local government units.

Rodriguez said that firecrackers allowed are those which gun powder does not exceed 0.2 grams like baby rocket, small "triangulo", “El Diablo”, "Judas belt" and sky rocket. The pyrotechnic devices allowed are “Mabuhay”, Roman Candle, "Trompillo", whistle device, butterfly, fountain, jumbo regular and sparklers.

He said policemen would go around to inspect the shelves of vendors selling firecrackers and confiscate those that are banned.
