PRO7 holds a Press Briefing on significant accomplishments and current issues
PRO7 Director Police Brigadier General Roderick Augustus B Alba held a press briefing on Monday at PRO7 Multi-Purpose Hall, Camp Sergio Osmeña Sr., Osmeña Boulevard, Cebu City, on significant developments and current issues affecting Team PNP Region 7.
Police Colonel Noel Flores, DRDO, PRO7, Police Colonel Aladdin Collado, Chief of Regional Staff, Fr. John Miranda of Basilica Minore Del Sto. Niño, Cebu City Councilor Philip Zafra, Chairperson of the Committee on Peace and Order and Chairman, Sinulog Foundation, Police Lieutenant Colonel Janette Rafter, DCDO, CCPO, Police Lieutenant Colonel Mark Gifter Sucalit, DCDO, CPPO and members of the PRO7 Defense Press Corps are in attendance.
For the first item in his agenda, PBGen Alba reported the significant accomplishments of its ongoing campaign against illegal drugs, illegal gambling, wanted persons and loose firearms covering the period from October 16 to 22, 2022, in the Central Visayas through its continued efforts and coordination with government agencies and local government units in the areas of responsibility.
From October 16 to 22, 2022, a total of 1,041.36 grams of
shabu was confiscated with a Standard Drug Price value of PhP7,081,248.00, while also impounded 250.83 grams of marijuana was valued at PhP30,099.60.
In line with the anti-illegal drug prevention activities, Team PNP Region 7 conducted 109 anti-illegal drug operations and arrested 165 drug personalities.
In the campaign against illegal gambling, police conducted
81 operations resulted in the arrest of 152 individuals and the seizure of PhP24,716.00 bet money.
In operation against loose firearms, 24 firearms and two explosives were surrendered/recovered and seized and 12 arrests were recorded.
On wanted persons, 131 were arrested for the period.
The operating units are commended for their commitment to
keeping the people of Central Visayas safe and secure.
Also, unit commanders are reminded to double their efforts
in the PNP’s campaign against all forms of criminality in the region outlined with the CPNP’s peace and security framework, “MKK=K”, and the 4Cs in CSOP.
“Let us continue the good work of protecting our community
and stay focused on our commitment as public servants,” he said.
Second, Team PNP Region 7 is making early mobilization and
preparations ahead of the traditional All Saints’ Day and All Souls’ Day on November 1 and 2.
He said the entire police force of PRO7 goes into a high state of operational readiness to ensure the availability of police personnel and resources for public safety and security operations for the long weekend and Halloween holiday.
The general guidance from the national headquarters is for
all police regional units to maintain vigilance in security operations for motorists and commuters expected to travel to the provinces for the national holiday.
Unit commanders are to maintain a police presence at all times along travel routes, transport terminals, public cemeteries, and major thoroughfares to prevent crimes and ensure operational readiness at all levels. They are instructed to coordinate with local government units and the management of big establishments, and leisure centers for orderly implementation of health and safety regulations and follow minimum public health standards.
He also asked the business sectors, particularly owners of transport companies to profile and review protocols in assigning drivers.
“Dapat po drug-free at walang lasing na driver na madra-drive ng mga sasakyanan in going to and from areas in region 7,” he added.
Police will also be deployed along the road to keep and secure motorists and implement traffic rules and laws in coordination with the Land Transportation Franchising and Regulatory Board and Land Transportation Office.
“Sa mga magbyabyahe, equip yourselves with all the needs
na dadalhin sa inyong sasakyan. You need to capture yung hotline numbers ng lahat ng government agencies na pwedi ninyong matawagan anytime via online or phone call,”said PBGen Alba.
Furthermore, Police Assistance Desks (PAD) will be established at the entrance of the public and private cemeteries in cooperation with local government units, civilian volunteer organizations, and civic clubs.
Similarly, the public is reminded to take the necessary precaution when leaving their residences.
To preempt any possible threats and groups that might take
advantage of the situation, random checkpoints are conducted in various areas in the region.
Police station hotlines are published on all social media platforms, including safety and security tips for a hassle-free visit to our departed loved ones.
On the other hand, Cebu City Councilor Philip Zafra, Chairperson of the Committee on Peace and Order and Chairman of Sinulog Foundation said per recommendation from the Police Coordinating Advisory Council and the City’s Peace and Order Council, it is desired from the Office of the Mayor that cemeteries will be opened only up to 10:00 PM.
“We will not allow anybody to stay overnight inside cemeteries for security purposes. Likewise, alcoholic beverages are not allowed inside. Our policemen will also be looking into some security aspects other than that of the cemetery since we have a limited number of police personnel as well. But we will do our best to secure our fellow Cebuanos in observance of the Kalag-Kalag,” he added.
PBGen Alba said police stations are alerted to be prepared to address possible security and emergency situations in public cemeteries, such as missing persons, medical emergencies, accidents, traffic gridlock, crowding and congestion, stampede, petty crime, illegal parking, vendors, scammers, and possession of deadly weapons and prohibited items.
“All these measures are in place to ensure safety and orderliness in the region while we devote our time to our dearly departed loved ones and family. Huwag na pong makipagsabayan sa dagsa ng maraming tao dahil meron pa rin pong pandemic. Why not visit before November 1 and 2 or after? Ang observance ay hindi para sa buhay kundi sa mga patay, para hindi po tayo maging biktima ng krimen. We care for your safety and security. Huwag makipagsabayan. At huwag po magpapatugtog ng napalakas kung nasa loob ng sementeryo. Let us respect other people surrounding us. Huwag po magdala ng inumin at huwag pumasok sa sementeryo na lasing. We imposed existing ordinances at may paglalagyan and lahat ng mag violate dito,” he said.
Third, this PRO will make headway preparations in coordination with the Cebu City government and Archdiocese of Cebu since September 3, 2023, to maximize the efficiency of planned actions and the implementation of the Major Event Security Framework during the 458th Fiesta Señor celebration scheduled in January 2023.
Unit commanders are to ensure the deployment of personnel in the areas for crowd control, especially protocols and areas devoted to Sinulog 2023 activities.
Aside from the PNP efforts, inter-agency meetings and conferences are conducted to include simulation and tabletop exercises for security, peace, order, emergency preparedness, and response coverage.
“Tulong-tulong po tayo. We aim to have Zero Major Incidents during the whole duration of the celebration for the holy child, Sr. Sto. Niño and to the people of Central Visayas,” said PBGen Alba.
And fourth, the onset of the last quarter of the year is indicating early signs of the continuing downtrend in index crime incidents as collated from the index crime data in august and September.
Between August and September 2022, the Crime Information
Reporting and Analysis System (CIRAS) showed a dramatic decline in index crimes by 10.24 percent or 67 incidents.
The measures and police interventions applied by the different provincial and city police offices contributed substantially to the decrease in the regional data of all crime categories. The high crime Clearance Efficiency and Crime Solution Efficiency are reflective of how efficient the police force of Central Visayas is.
In general, the crime situation for the period in review is peaceful and manageable.
