News Release: Ormoc City Mayor Richard I. Gomez presided over an Ormoc Development Team (ODT) meeting at the CMO Conference room today, July 12, 2021.
The main subject under discussion pertained to water billing issues and concerns involving the Ormoc Waterworks and Sewerage Administration (ORWASA) headed by Engr. Fulton Manawatao, ORWASA Administrator.
Highlights of the meeting were:
*Planning and Administrative Section of ORWASA under Engr. Raquel Buzon, Metering Supervisor (PURO ll), who explained and expounded the reasons why there is a need to adjust the water rates, which are:
1.) FUTURE PROJECTS that include waterworks management services and rehab/improvement/expansion of Ormoc waterworks system and facilities.
2.) OPERATING & MAINTENANCE EXPENSES that include personal services such as salaries and wages, allowances an benefits, maintenance and other operating expenses such as training and office expenses, office and fuel, oil and lubricants expenses, chemical and filtering supplies expenses, bill expenses, generation, transmission and distribution expenses and other general services.
3.) INCREASE IN REVENUE
*Comparative percentage of old and new rates were presented.
*Presented too was a comparison between the city’s water rates versus buying water from Agua Dulce, that is, if we were to buy water from Agua Dulce, it would cost a person Php 5.00 per water jug, and in a month, that is a total of Php 2,500. Yes, the water is free but there is a “service charge”. Factor in too additional gasoline/fare cost in going there and vice versa.
*Visited as well was the Ormoc City Rainwater Ordinance of 2017 (Ordinance No. 032) that mandates designing houses/buildings and open spaces for rain water catchment; articulated rain water as an opportunity resource; and rainwater catchment as hazard management (magamit para flush sa CR, bisbis sa tanom, ihugas sa sakyanan, alad sa baboy, etc. para ang mga tawo dili mabug-atan sa gasto sa bayranan sa tubig).
* The last time ORWASA had a water rate adjustment was in 1999, which was 22 years ago.
*So, in conclusion, the body weighed in and concluded that the recent water rate adjustment is fair, reasonable, and “maki-angayon”.
