OCD-6 braces for tropical storm 'Vinta'

ILOILO CITY -- Members of the pre-disaster risk assessment (PDRA) of the Regional Disaster Risk Reduction and Management Council (RDRRMC) convened Thursday to determine preparations for tropical storm “Vinta”.

Portions of Western Visayas, particularly southern Negros, southern Iloilo and Guimaras, are expected to feel the impact of the tropical storm.

Joseph Paul Nogra, chief operations officer of the Office of Civil Defense (OCD), said that there is a 70 percent chance that portions of Western Visayas would be hit by the eye of the typhoon.

Nogra said the people should not be complacent and must be on the lookout for the impact of the heavy rains induced by “Vinta” such as flooding and landslide. He said the focus would be on Negros Occidental and Guimaras.

The Department of Interior and Local Government has already ordered the activation of provincial and city monitoring systems and to convene the “listo” team composed of the personnel from the Philippine National Police, Bureau of Fire Protection and local disaster risk reduction management offices.

Mines and Geosciences Bureau supervising geologist Leilani G. Suerte warned of flooding and landslide as a result of heavy rains.
In southern Negros Occidental, she warned of possible flooding in coastal areas and landslide in mountainous areas. She said that there are loose soils and tunnels in Sipalay and Hinobaan in Negros Occidental because these are mining areas.

Suerte warned of risky travels, landslide and flash floods in southern part of Iloilo and Antique. She recommended the evacuation in areas with thick population.

Evangeline A. Felicio, assistant regional director for administration designate of the Department of Social Welfare and Development (DSWD), said that quick response teams of provinces that may possibly be hit by the typhoon are on a “standby status.”

She added that 17,732 family food packs are now on standby at the regional office. DSWD has a standby fund of PHP3 million at the regional office.

In Negros Occidental 2,500 family food packs have been prepositioned on top of 600 sacks ready to be withdrawn from the National Food Authority (NFA).

Felicio, said they would reiterate their memorandum to the Quick Response Team in Negros Occidental to be on standby.

Lt. Commander Ramil Palabrica of the Philippine Coast Guard-Iloilo said they have deployable response teams equipped with rubber and aluminum boats. In areas that are not accessible to land vehicles, then the boats can be utilized to distribute relief goods.

Also on standby are the Philippine Red Cross with its mobile kitchen and rescue facilities and generator set, Department of Public Works and Highways and the Department of Science and Technology among others.
The Philippine Atmospheric Geophysical Astronomical Administration in its severe weather bulletin number 5 said “Vinta” has maintained its speed and direction as it continues to move toward Eastern Mindanao.

It is expected to bring scattered to widespread moderate to heavy rains over Central Visayas, Eastern Visayas, Caraga, Davao Region and Northern Mindanao within 24 hours. (PNA)
