GOV. CATAMCO ASKS PRIOR NOTICE FROM NIA AHEAD OF WATER RELEASES TO SAVE LIVES, PROPERTIES

KIDAPAWAN CITY - North Cotabato Gov. Nancy Catamco has called for proper coordination among LGUs and the National Irrigation Administration (NIA) relative to the schedule of releasing of water in the irrigations along the Pulangi River and other major water tributaries traversing Bukidnon - North Cotabato water highways.
Her request was unanomously approved by the Mindanao River Basin Project Management Council as it recoginized the concern of the governor to give warning and ample time for LGUs to evacuate their people and work for any mitigating measures during flash floods.
What happened in Luzon during on onslaught of Typhoon Ulysses and the dam releasing of water were lessons learned, Catamco said.
The Governor hosted the 4th Management Council Meeting today, with MINDA Chairman Emmanuel Piñol leading the Secretariate and retired Cardinal Orlando B. Quevedo, OMI, DD, as Council Chair.
In her opening statement , Catamco said that the occasion is very timely in view if the recurring fury of rivers and rampaging waters that North Cotabato has experienced.
She also cited the recent flooding in Makilala and the areas in the 1st legislative districts that uprooted natural resources and damaged infrastructures, including houses.
"Here in the province, flooding of our major rivers is a constant reality that created regular risks to our community and infrastructures," the governor said.
She also emphaszed the severity of the situation that "my people became seasonal victims of rampaging flooding events."
The flood has also caused recurring disturbances to fertile agricultural lands and communities along Rio Grande de Mindanao, Pulangi River, Ambal-Simuay River System, Ala River, Tamontaka river and other water tributaries in Mindanao.
Catamco believed that the Council has crucial roles in addressing the problem of flooding in Mindanao. "It is my hope that all environmental, social abd economic concerns that sorround the problem of flooding will be treated in an integrated manner because in the final analysis, flooding is just the effect of a deeper and bigger problem."
She called for unity among government agencies, organization and the people , saying, a raging flood comes rushing with its destructive force will affect all Minadanaons regardless of territory, race , religion, political beliefs and social status.
"This is the harsh reality of river flooding. But on the flipside of this harsh reality comes an opportunity for unity of all our good intentions in government in effectively addressing this perennial problem of flooding and its root causes," Catamco said.
